The Punjab and Haryana High Court has criticized the Haryana Shehri Vikas Pradhikaran (HSVP) for failing to exercise due diligence before auctioning plots to the public. This reprimand came during a hearing concerning a Faridabad resident who was denied possession of a residential plot despite full payment made nearly two years ago.
Justices Anupinder Singh Grewal and Deepak Manchanda, constituting the Division Bench, found merit in the grievance of petitioner Anil Raina. Represented by Advocate Sumit Gehlot, Raina's petition details how he became the highest bidder for a 200-square-yard plot in an August 2022 E-auction by HSVP.
Despite receiving allotment and offer of possession letters in March 2023, Raina faced delays due to incomplete development work, and his claim was rejected in July 2025, citing the plot's location on unacquired land. HSVP's conduct, as argued by Gehlot, reflected negligence and an unfair practice concerning public trust.
