Gram Nyayalayas, or village courts, were designed to offer affordable, speedy justice primarily to rural citizens. However, these courts face significant hurdles, including manpower shortages and financial constraints, making it difficult for them to fulfill their mission.
According to the law ministry, only 309 out of 481 notified Gram Nyayalayas in 15 states are operational, with several impediments including non-filling of 'nyayadhikaris' posts, lack of public prosecutors, and a scarcity of first-class judicial magistrates.
Additional challenges involve limited pecuniary jurisdiction, inadequate financial support, resistance from legal authorities, and low community awareness. Overlapping jurisdictions with regular courts also contribute to their slow implementation. The Centre provides financial assistance, but sustainable solutions are essential for effectiveness.
