US Solar Panel Makers Urge Retroactive Duties Amid Surging Imports from Vietnam and Thailand

A collective of U.S. solar panel manufacturers has urged the Commerce Department to consider retroactive duties on imports from Vietnam and Thailand, citing a surge in shipments amid ongoing investigations into unfair trade practices.

Launched in May, these probes focus on the imports of silicon solar cells and panels from Vietnam, Thailand, Malaysia, and Cambodia, which together made up nearly 80% of U.S. solar imports last year. The domestic manufacturers claim these products are sold at unfairly low prices due to Chinese subsidies.

If preliminary determinations, expected in October, confirm unfair practices, substantial tariffs could be imposed as early as July. Vietnam, particularly affected due to its non-market economy status, might face the highest duties.
