MHA advises UT Chandigarh to fill up civil posts in 60:40 ratio from Punjab, Haryana

The Centre has advised the Chandigarh Union Territory administration to fill up its civil posts in the ratio of 60:40 from the Punjab and Haryana governments.

The Home Ministry has also kept in abeyance its order merging the posts of DSPs of Chandigarh Police with the combined police service of Delhi and other UTs, the DANIPS.

In a statement, the Union Home Ministry said the UT Chandigarh administration has been advised that in filling up civil posts, the ratio of 60:40 as may be used between Punjab and Haryana, wherever it is being followed conventionally.

There are 17 sanctioned posts of state civil services in the Chandigarh administration of which 10 are filled by the officers belonging to the Punjab government and seven from the Haryana government on deputation.

"The ration (of 60:40) is being respected for taking officers from Haryana and Punjab civil services," Adviser to the Chandigarh Administrator, Parimal Rai, told PTI.

These officers look after various departments like Industries, hospitality, rural development and panchayats, public relations, social welfare, women and child development, sports, state transport authority, Chandigarh Transport undertaking, registering and licensing authority etc.

Meanwhile, the home ministry has kept in abeyance its last month's order merging the posts of DSPs of Chandigarh Police with the combined police service of Delhi and other UTs, the DANIPS.

The notification of the home ministry, dated September 25, merging the posts of DSPs of Chandigarh Police with DANIPS has been kept in abeyance till further orders, the statement said.

The decision has been taken following strong objections from the ruling NDA ally Akali Dal and Punjab Chief Minister Amarinder Singh.

The earlier decision was taken to have uniformity in the composition of the feeder grade for induction into the IPS and due to the practical necessity.

Under the existing system, the officers in DANIPS having legitimate claim and also expectations, for promotional avenues, against duty posts in various grades of police service, as per the extant statutory rules and also the resultant vacancies against induction of officers into the IPS.

However, the present structure in the UT of Chandigarh is depriving the DSPs from their legitimate claim on such promotional avenues, another official said.
