Keylong in Lahaul-Spiti district recorded the lowest temperature in the state at minus 17.6 degrees Celsius," said Dilar Singh, a local resident. Meanwhile, icicles formed in the Baldeyan area of Shimla due to the continuing cold weather conditions.
