November GST Collections Show Mixed Results Amid Year-to-Date Growth

The Goods and Services Tax (GST) collections in November signaled mixed results, despite a robust year-to-date growth. According to provisional government data, November's total Gross GST revenue reached Rs 1,70,276 crore—a marginal 0.7% increase compared to the Rs 1,69,016 crore collected in November 2024.

October marked a 4.6% rise in gross GST collections to approximately 1.95 lakh crore from about 1.87 lakh crore in the same month last year. Year-to-date (April-November 2025) figures show gross collections of Rs 14,75,488 crore, reflecting a strong annual growth of 8.9%.

The Net GST revenue for November was recorded at Rs 1,52,079 crore, a 1.3% increase from the previous year. Year-to-date net revenue climbed to Rs 12,79,434 crore, growing by 7.3% annually. Refunds showed varied movement with a total of Rs 18,196 crore in refunds, down 4% from the previous year, while export refunds increased by 3.5% and domestic refunds fell 12%.

Domestic GST revenue saw a slight decrease, with collections dropping 2.3% year-on-year, largely due to reduced IGST inflows within the country. Gross Domestic Revenue was Rs 1,24,300 crore in November 2025, down from Rs 1,27,281 crore last year.

Conversely, GST from imports exhibited healthy momentum, with Gross Import Revenue at Rs 45,976 crore, marking a 10.2% increase over last year. However, the compensation cess saw a notable drop, with net cess revenue at Rs 4,006 crore in November, a sharp 69% decline from last year's ₹12,950 crore.

The state-wise GST collections for November 2025 revealed diverse trends. Several northeastern states outperformed, whereas many larger states experienced declines. Arunachal Pradesh led with an impressive 33% growth, while Mizoram, Sikkim, and Ladakh underwent sharp drops of 41%, 35%, and 28% respectively, highlighting volatility in smaller tax bases.

Among the major states, Maharashtra, Karnataka, and Kerala registered moderate gains of 3%, 5%, and 7%, respectively. In contrast, states like Gujarat, Tamil Nadu, Uttar Pradesh, Madhya Pradesh, and West Bengal reported declines. Union Territories showed varied performances with Andaman & Nicobar Islands growing by 9%, against a steep 85% decline in Lakshadweep. (ANI)
