In a significant move to expedite the resolution of debt recovery cases, the Department of Financial Services (DFS) has mandated e-filing and advocated for increased utilization of digital tools, including hybrid hearings and the implementation of e-DRT 2.0. This push was highlighted in a recent meeting held with key officials at Vigyan Bhavan, New Delhi.

The Finance Ministry emphasized the necessity of tackling rising pendency rates and urged tribunals to adopt successful practices from high-performing Debts Recovery Tribunals. According to the DFS, adopting digital solutions such as mandatory e-filing is pivotal in enhancing the system's efficiency and transparency. There's a clear call for stakeholders to embrace these tools to streamline processes.

Notable improvements have already been observed due to ongoing capacity-building efforts and infrastructure enhancements, leading to increased monthly case disposals. The government is also urging banks to engage more actively in recovery processes. Discussions have focused on enhancing banks' oversight mechanisms to boost recoveries through DRTs, with high-value cases being prioritized for optimal results.

To accelerate resolutions, alternative methods like Lok Adalats and mediation are being promoted by the DFS. Emphasis is placed on identifying suitable cases for mediation to lessen tribunal burdens. Updated digital platforms like the revamped BAANKNET are also playing a crucial role, enhancing asset visibility and realization values through improved e-auction facilities.

DFS plans to maintain these engagements as vital policy forums and performance improvement tools, resulting in tangible tribunal function enhancements. Reaffirming its larger goal, the ministry remains steadfast in its commitment to a robust, efficient, and transparent adjudication framework.
