Centre Proposes New Colour-Coded Disability ID Cards in Draft Rules
The Centre has proposed new white-coloured Unique Disability ID cards for individuals with disabilities below 40 per cent. The draft rules aim to streamline the application and issuance processes for disability certificates and UDID cards, introducing three types based on severity. Public feedback is invited for 30 days.

Amid concerns over misuse of disability cards, the Centre has introduced white-coloured Unique Disability ID cards for those with disabilities below 40 per cent under new draft rules.
These draft rules aim to enhance the process of obtaining disability certificates and UDID cards, introducing a more stringent and streamlined application process for persons with disabilities (PwDs).
Significant changes include revisions to Rules 17 and 18, dealing with the application and issuance procedures for disability certificates and UDID cards. The proposed amendments establish three types of UDID cards based on the severity of disability: White Band Card (below 40 per cent), Yellow Band Card (40 to below 80 per cent), and Blue Band Card (80 per cent and above).
Disability rights activist Dr Satendra Singh highlighted that while the colour-coded cards existed, earlier certificates and cards did not cover disabilities below 40 per cent.
The amended Rule 17 allows PwDs to apply for disability certificates or UDID cards through the UDID Portal, simplifying the application process. Required documentation includes identity proof, a recent photograph, residence proof, and Aadhaar details. The medical authority must issue the certificate and card within three months if a disability is confirmed or provide reasons for rejection within one month. Public feedback is open for 30 days from July 29, following the Puja Khedkar case, which saw Khedkar accused of misusing disability quotas.
