The Government is expanding access to democratic engagement through a hybrid model of Youth Parliament programmes, with over 44,000 individuals already participating digitally under the National Youth Parliament Scheme (NYPS) 2.0, Parliament was informed.

Minister of State for Parliamentary Affairs Arjun Ram Meghwal said the initiative is aimed at deepening democratic values among youth while overcoming participation limits of traditional formats.

Physical Competitions vs Digital Expansion

The Ministry of Parliamentary Affairs conducts National Youth Parliament Competitions annually in collaboration with:

  • Kendriya Vidyalaya Sangathan (KVS)

  • Navodaya Vidyalaya Samiti (NVS)

  • National Education Society for Tribal Students (NESTS)

  • Universities and colleges

However, these competitions—held in physical mode—are limited in scale, restricting participation to selected institutions.

To address this, the government launched NYPS 2.0, a digital platform that allows:

  • Institution-based participation

  • Group participation

  • Individual participation

Digital Platform Opens Doors to All Citizens

Unlike traditional competitions, NYPS 2.0 is open to all citizens, including students and individuals across the country.

Under the individual participation category, participants can take a quiz on the theme:

“Bhartiya Democracy in Action”

This digital model has significantly broadened reach, with over 44,000 participants already engaging with the platform.

Strengthening Democratic Values Among Youth

The Youth Parliament initiatives are designed to:

  • Promote understanding of parliamentary processes

  • Encourage discipline, tolerance, and debate

  • Strengthen democratic values and civic awareness

  • Familiarise students with legislative institutions

Officials say the programme plays a key role in nurturing future democratic leadership.

Financial Support for States and UTs

To support physical competitions, the Ministry provides financial assistance to States and Union Territories, reimbursing actual expenditure within prescribed limits.

  • Ceiling for UTs without legislatures: ₹2 lakh per year

However, Meghwal noted that no reimbursement claims have been received from such UTs in the current financial year.

Hybrid Model for Wider Reach

The government’s approach reflects a shift toward a hybrid participation model:

  • Physical competitions for structured institutional engagement

  • Digital platform for mass participation and inclusivity

Driving Civic Engagement in the Digital Era

With growing digital access, initiatives like NYPS 2.0 are helping democratise civic education, making it accessible beyond classrooms and institutional boundaries.

As participation continues to rise, the programme is expected to play a larger role in building informed, engaged, and responsible citizens.
