Cabinet has strongly condemned the alleged coronation of a Nigerian national as a traditional leader in KuGompo City, Eastern Cape, dismissing the incident as illegal, misleading, and without any legal standing.

Speaking at a post-Cabinet media briefing, Minister in the Presidency Khumbudzo Ntshavheni described the episode as a “mere kindergarten gimmick” with “no legal effect”, reaffirming that South Africa’s traditional leadership system is governed by strict legislative processes.

No Legal Basis for ‘Coronation’

Ntshavheni emphasised that the recognition of traditional leaders is regulated under the Traditional and Khoi-San Leadership Act, which outlines clear, formal, and non-negotiable procedures for establishing and legitimising traditional authority structures.

“Cabinet confirms that the establishment, recognition, and functioning of any traditional leadership structure are strictly governed by law,” she said.

This means that any self-declared or informal coronation outside the legal framework holds no constitutional or customary legitimacy.

Diplomatic Engagement with Nigerian Authorities

Cabinet acknowledged an apology issued by the Nigerian High Commission, while also signalling that the matter has diplomatic implications.

Government has directed the Department of International Relations and Cooperation (DIRCO) to continue engaging with Nigerian authorities regarding what it described as “unacceptable conduct”.

“The conduct of Nigerians in South Africa must be consistent with expectations of visitors in the country,” Ntshavheni said.

Rising Tensions and Public Reaction

The incident has sparked public outrage and, in some instances, triggered acts of violence and criminal behaviour, raising concerns about social cohesion and the potential for xenophobic tensions.

Cabinet expressed concern that while grievances may be legitimate, violent responses undermine the rule of law and threaten public safety.

“It is deeply concerning that legitimate grievances have resulted in acts of violence and criminality,” Ntshavheni noted.

Call for Peaceful Protest and Rule of Law

Government has reiterated that citizens have the right to protest, but stressed that such actions must remain peaceful, lawful, and responsible.

“Cabinet reminds citizens that the right to protest comes with responsibility—it must be exercised within the confines of the law,” she said.

Protecting Institutional Integrity and Social Stability

Analysts note that the strong response reflects government’s intent to:

  • Protect the integrity of traditional leadership systems

  • Prevent the spread of misinformation and unlawful practices

  • Avoid escalation into xenophobic or community-based conflict

  • Reinforce legal and constitutional processes
