In a major boost to India's digital governance transformation agenda, the National e-Governance Division (NeGD) has recognised five states for their outstanding contribution toward integrating DigiLocker with public services, significantly enhancing citizen access to digital documents and streamlining government service delivery across sectors.

The recognition was conferred during the National Consultative Workshop on Strengthening Cybersecurity Frameworks for State Data, held on May 11, 2026, where Gujarat, Karnataka, Keralam, Nagaland and Rajasthan were felicitated for their exceptional progress in scaling DigiLocker integration across state government services.

The initiative reflects the Government of India's accelerating push to build secure, interoperable and citizen-centric Digital Public Infrastructure (DPI) capable of transforming public service delivery at scale.

DigiLocker Emerging as Backbone of India's Digital Governance Ecosystem

The National e-Governance Division (NeGD), under the Ministry of Electronics and Information Technology (MeitY), has been actively working to integrate DigiLocker into citizen services nationwide as part of broader efforts to simplify governance, reduce paperwork and strengthen digital access.

DigiLocker has increasingly become one of India's most important digital governance platforms by enabling citizens to securely access, store and share official digital documents issued by government departments and institutions.

Officials say integration of DigiLocker with state services has significantly improved:

  • Ease of access to public services

  • Digital document verification

  • Administrative efficiency

  • Citizen convenience

  • Transparency in governance

  • Reduction in physical paperwork

The platform is also viewed as a key pillar of India's Digital Public Infrastructure architecture alongside Aadhaar, UPI and other citizen-facing digital systems.

Five States Recognised for Large-Scale Digital Integration

The felicitation ceremony was led by Shri Nand Kumarum, Joint Secretary, Digital Governance Division, MeitY and President & CEO of NeGD, in the presence of senior digital governance and cybersecurity officials, including:

  • Shri K K Singh, Joint Secretary, MeitY

  • Dr. Sanjay Bahl, Director General, CERT-In

  • Shri VTV Ramana, Head of Government, NIC

  • Ms. Savita Utreja, Group Coordinator, Cyber Security Division, MeitY

The honoured states were recognised for successfully integrating DigiLocker into multiple departmental services and significantly expanding citizen participation in digital governance systems.

Gujarat Recognised for Digital Innovation and Citizen Reach

Gujarat was recognised for onboarding 65 percent of its government services onto DigiLocker and expanding the digital ecosystem to over 1.92 crore citizens.

The state also received special recognition for introducing an innovative transport-related use case involving Digital Disability Certificates, enabling eligible citizens to digitally present certificates for availing free public bus transport services.

Officials said the initiative reflects how DigiLocker can support inclusive governance and improve accessibility for vulnerable groups through paperless service delivery.

Karnataka Achieves Highest DigiLocker User Base

Karnataka emerged as one of the strongest performers in the country, onboarding 73 percent of government e-services and registering the highest number of DigiLocker accounts nationally with more than 2.7 crore citizens actively using the platform.

The state also achieved rapid integration of all five electricity distribution companies (Discoms), resulting in digitisation of nearly 3 crore electricity bill records.

Officials said Karnataka's progress demonstrates how large-scale digitisation can improve efficiency in utility management and citizen service delivery while advancing the state's broader "Digital Karnataka" vision.

Keralam Completes Massive Service Integration in Just Seven Days

Keralam was recognised for its exceptionally rapid integration performance.

Working in coordination with multiple departments, the state successfully onboarded more than 117 services within less than seven days, making it one of the fastest DigiLocker integration efforts among Indian states.

The state currently serves over 1.15 crore registered DigiLocker users.

Digital governance experts say Keralam's achievement highlights the growing administrative capability of states to rapidly operationalise interoperable digital public infrastructure.

Nagaland Recognised as Emerging "Digital Rising State"

Nagaland was felicitated under the category of "Digital Rising State" for its rapid digital transformation efforts.

The northeastern state integrated more than 32 services within a span of just one month, demonstrating strong momentum in adopting digital governance platforms.

Officials particularly highlighted Nagaland's successful implementation of both:

  • Issuer model integrations

  • Requestor model integrations

which are considered important components of advanced DigiLocker adoption frameworks.

The achievement is being viewed as a significant milestone for digital governance expansion in India's northeastern region.

Rajasthan Expands Family-Centric Digital Governance

Rajasthan was recognised for integrating the Family Register Jan Aadhaar system with DigiLocker, serving more than 7.5 crore citizens.

The state has also rapidly onboarded additional citizen services including electricity bill integration and other public utility functions.

Officials say Rajasthan's family-centric digital governance model demonstrates the potential of DigiLocker to support large-scale welfare administration and service delivery systems.

DigiLocker Seen as Key Pillar of Trusted Digital Governance

Speaking at the event, Shri Nand Kumarum emphasised that platforms such as DigiLocker are central to India's vision of secure and trusted digital governance.

He highlighted the importance of:

  • Interoperability

  • Cybersecurity

  • Citizen-centric service delivery

  • Scalable digital systems

  • Collaborative governance frameworks

Officials said the government aims to encourage wider state adoption of interoperable digital platforms capable of improving governance efficiency while ensuring strong cybersecurity protections.

Digital Public Infrastructure Driving Governance Transformation

India's Digital Public Infrastructure model has increasingly gained global attention for enabling large-scale digital delivery of public services.

DigiLocker, in particular, is playing a growing role in sectors including:

  • Education

  • Transport

  • Healthcare

  • Social welfare

  • Utilities

  • Identity verification

  • Financial services

The platform reduces dependence on physical documentation while enabling faster authentication and paperless governance workflows.

Experts say wider DigiLocker adoption can significantly reduce administrative costs, improve transparency and increase citizen trust in digital governance systems.

Cybersecurity and Trusted Data Systems Become Key Focus

The felicitation took place during a workshop focused on strengthening cybersecurity frameworks for state data, underlining the growing importance of secure digital infrastructure as governments increasingly digitise public services.

With citizen data and digital governance systems expanding rapidly, policymakers are placing stronger emphasis on:

  • Secure digital architecture

  • Data protection

  • Trusted identity systems

  • Cyber resilience

  • Interoperable governance platforms
