The National Institute of Social Defence (NISD), under the Ministry of Social Justice and Empowerment, has signed a Memorandum of Understanding (MoU) with the Dr. R.S. Tolia Uttarakhand Academy of Administration (DRSTUAoA) in Nainital to strengthen capacity building on social defence issues across Uttarakhand.

The agreement was signed in the presence of senior officials from both institutions, including Secretary of the Ministry of Social Justice and Empowerment, Sudhaansh Pant, and Director General of DRSTUAoA, B.P. Pandey. The collaboration seeks to create a stronger framework for training government officials and field-level personnel who work directly with vulnerable sections of society.

Focus on Emerging Social Challenges

The partnership will support training programmes for state government officials, police personnel, prison staff, non-governmental organisations and frontline workers dealing with a range of social welfare issues. Key focus areas include prevention of substance abuse, welfare of senior citizens, support for transgender persons and rehabilitation of individuals engaged in begging.

Officials noted that social challenges are becoming increasingly complex and require a coordinated response from different departments and institutions. By combining NISD's expertise in social defence with the Academy's extensive training network and reach across Uttarakhand, the initiative is expected to improve the capacity of stakeholders responsible for implementing welfare programmes on the ground.

The collaboration also aims to promote greater awareness of social justice issues among government officers, helping them respond more effectively to the needs of vulnerable communities.

Building a State Model for Social Defence

Speaking during the event, NISD representatives said the partnership could serve as a model for integrating social justice priorities with governance and administrative training. The Academy's leadership welcomed the collaboration and expressed confidence that incorporating social defence themes into officer training programmes would strengthen service delivery and improve the effectiveness of welfare schemes.

Under the agreement, NISD will provide technical expertise, academic support and partial financial assistance for various training initiatives. DRSTUAoA will be responsible for implementing programmes within the state and monitoring their impact.

The MoU marks an important step towards institutionalising social defence training within Uttarakhand's administrative framework. Officials believe the initiative will help build a more informed and responsive workforce capable of addressing social challenges while ensuring that welfare benefits reach those who need them most.
