The International Labour Organization (ILO) and the Viet Nam Chamber of Commerce and Industry (VCCI) have officially launched the Compliance Edge Lab 2026–27, a major new initiative aimed at helping electronics manufacturers in Viet Nam improve labour standards, strengthen responsible business conduct, and remain competitive in increasingly demanding global supply chains.
The programme reflects growing international pressure on electronics suppliers to meet stricter environmental, social, and governance (ESG) standards, while also improving working conditions and ensuring sustainable industrial growth.
As one of the fastest-growing manufacturing sectors in Southeast Asia, Viet Nam's electronics industry has become a crucial pillar of the country's economy, employing more than 1.5 million workers and generating record export revenues.
Viet Nam's Electronics Sector Continues Rapid Expansion
Viet Nam has emerged as a global manufacturing hub for electronics production over the past decade, attracting major international companies involved in smartphones, semiconductors, consumer electronics, and technology assembly.
In 2025, the sector generated approximately US$165 billion in exports, making it one of the country's largest export industries.
Women account for around 60 percent of the workforce in the electronics sector, highlighting the industry's major role in employment generation and economic participation for women across the country.
However, as global supply chains increasingly prioritize sustainability, labour rights, and due diligence standards, Vietnamese manufacturers are facing growing expectations from international buyers and investors.
Industry experts say compliance with labour standards and responsible business practices is becoming essential not only for ethical reasons but also for long-term commercial competitiveness.
Compliance Edge Lab Designed as Industry-Wide Platform
The newly launched Compliance Edge Lab is designed to move companies beyond basic legal compliance toward broader responsible business conduct and sustainable management practices.
The programme builds on lessons learned from the ILO's earlier Advisory Programme for Electronics Supply Chain in Viet Nam (APEV 2022–24), which reportedly helped participating companies improve labour compliance and workplace management systems.
Unlike traditional training programmes, the Compliance Edge Lab will operate as a collaborative industry platform where factories can learn from one another, exchange practical experiences, and engage directly with policymakers, experts, and industry stakeholders.
The initiative aims to encourage sector-wide improvements rather than isolated factory-level reforms.
Up to 50 Factories to Participate Nationwide
The programme will include up to 50 electronics factories across Viet Nam and will run from June 2026 until October 2027.
Participating companies will come from different levels of the electronics supply chain and various regions of the country, although greater participation opportunities will be allocated to factories located in northern Viet Nam, where much of the country's electronics manufacturing activity is concentrated.
Selection of participating enterprises will depend on:
-
The level of need for technical assistance
-
Commitment to completing programme activities
-
Willingness to strengthen responsible business practices
Preference may also be given to companies that previously participated in ILO and VCCI initiatives.
Practical Training and Workplace Improvement Focus
The Compliance Edge Lab will combine several practical components aimed at improving labour standards, workplace cooperation, and sustainability practices.
Key programme elements include:
Training Programmes
Factories will receive both on-site and off-site training courses covering areas such as:
-
Occupational safety and health
-
Supervisory and management skills
-
Workplace cooperation
-
Gender equality
-
ESG reporting requirements
-
Labour law compliance
Industry Seminars
Participating companies will engage in peer-to-peer learning events focused on:
-
Wage practices
-
Labour risk assessment
-
Fair employment standards
-
Responsible supply chain management
Sectoral Dialogues
The programme will also facilitate direct engagement between businesses, policymakers, trade unions, and industry associations to discuss regulatory improvements and sector-wide challenges.
Multi-Stakeholder Forums
High-level forums will bring together global buyers, researchers, development agencies, and government representatives to coordinate efforts toward a more sustainable electronics supply chain.
Quarterly Newsletter
A regular publication called Electronics Connect will provide updates on global industry trends, regulatory developments, and best practices in responsible business conduct.
ILO Highlights Sustainable Development Goals
Sinwon Park, Director of the ILO Country Office for Viet Nam, said the initiative demonstrates the country's commitment to sustainable industrial development and improved working conditions.
According to Park, the Compliance Edge Lab is intended to create a shared platform that strengthens responsible business practices across the entire electronics sector, not just within individual factories.
He emphasized that the partnership between the ILO, VCCI, and other stakeholders reflects growing recognition that decent work and sustainable business practices are essential for long-term economic growth.
Businesses Encouraged to Integrate International Standards
VCCI Secretary General and Director of the Bureau for Employers' Activities, Tran Thi Lan Anh, said enterprises participating in earlier ILO-supported programmes reported clear improvements in labour compliance and workplace management.
She explained that the new programme will help companies gradually integrate international standards into both daily operations and long-term business strategies.
According to VCCI, improving responsible business conduct will help Vietnamese electronics manufacturers strengthen:
-
Competitiveness
-
Supply chain resilience
-
International market access
-
Sustainable growth potential
This is becoming increasingly important as multinational companies and foreign regulators introduce stricter due diligence requirements concerning labour rights, environmental protection, and corporate transparency.
Global Supply Chains Demand Higher Standards
The launch of the Compliance Edge Lab comes amid broader global changes in manufacturing and supply chain governance.
Many international markets, particularly in Europe and North America, are implementing stricter ESG reporting requirements and supply chain due diligence laws that require companies to monitor labour conditions throughout their production networks.
Failure to meet these standards can lead to reputational risks, trade barriers, and loss of business opportunities.
As a major export-oriented economy, Viet Nam is seeking to position itself as a reliable and sustainable manufacturing destination capable of meeting international expectations.
Experts say initiatives like the Compliance Edge Lab could help strengthen the country's reputation while improving protections for workers and supporting long-term industrial modernization.
Registration Open Until June 2026
Electronics suppliers operating in Viet Nam who wish to participate in the programme can apply through the official online registration process before 9 June 2026.
The ILO and VCCI say the programme aims to create lasting improvements in labour standards, workplace safety, and responsible business conduct throughout Viet Nam's rapidly expanding electronics sector.
