Biden Proposes Major Overhaul to Supreme Court Amid Divided Congress

President Joe Biden has proposed major changes to the U.S. Supreme Court, including term limits and a new code of conduct for justices. With Congress deeply divided, the chances of these proposals being enacted are slim. Biden's proposals follow a Supreme Court ruling on presidential immunity and come before the 2024 election.

President Joe Biden on Monday introduced significant reforms targeting the U.S. Supreme Court, including the imposition of term limits and the establishment of a binding code of conduct for its nine justices. However, a divided Congress presents a major obstacle to these proposals being enacted.

Biden outlined his vision in an opinion piece for the Washington Post, along with a call for a constitutional amendment to eliminate broad presidential immunity recognized in a recent Supreme Court ruling involving former President Donald Trump. The President is also scheduled to elaborate on his proposals during a speech at the Lyndon B. Johnson Presidential Library in Austin, Texas, later today.

"This nation was founded on a simple yet profound principle: No one is above the law. Not the president of the United States. Not a justice on the Supreme Court of the United States. No one," Biden wrote. He urged Congress to pass enforceable rules requiring justices to disclose gifts, avoid political activities, and recuse themselves from cases where conflicts of interest exist. He also recommended an 18-year term limit for justices, who currently serve life terms.
