The Gurugram deputy commission (DC) has issued a stern advisory prohibiting government employees from leveraging external influence, political pressure, or unofficial recommendations to secure preferred postings.

In the directive, the DC noted that certain employees are attempting to influence matters relating to their transfer and posting by approaching public representatives, senior officers and other external channels outside the prescribed administrative procedure.

''Such conduct is improper, unbecoming of a government employee, and adversely affects administrative discipline, transparency, and fairness in public service,'' the advisory read, directing government staff to adhere to provisions of the Haryana Civil Services (Government Employees' Conduct) Rules, 2016, in particularly.

The advisory mentioned that Rule 4(1) of the act mandates every government employee shall at all times maintain absolute integrity, devotion to duty, do nothing which is unbecoming of his post and act according to government's policies.

Rule 5 treats acts prejudicial to departmental discipline and conduct inconsistent with official duties as misconduct, while Rule 26 specifically provides that no government employee ''shall bring or attempt to bring any political or other influence to bear upon any superior authority to further his interests in respect of a matter pertaining to his service under the government'', the advisory noted.

''All employees are hereby directed not to approach any authority, use recommendations and exert influence through unofficial or extraneous channels for transfers/postings. To submit any grievance or representation only through the proper official channel,'' it said.

It said employees found indulging in such conduct shall be liable for disciplinary action under the relevant provisions of the Haryana Civil Services (Punishment & Appeal) Rules, 2016, and other applicable rules.

The city magistrate, sub-divisional magistrates, district revenue officer, district development and panchayat officer, all tehsildars and 'Naib tehsildars' have been directed to strictly comply with these instructions and circulate the same amongst all officials under their control and get a receipt of this advisory from each employee working under them, the advisory said.
