Mullah Baradar (Abdul Ghani Baradar), the co-founder of the Taliban movement in Afghanistan, is already in Qatar's capital city, Doha to have the 'highest-level negotiations' and the United States special representative for Afghanistan has already met him first time as the latest round of peace talks resumed on Monday, February 25.
