A key question facing organizations is no longer whether to use AI, but how to deploy it responsibly without undermining innovation or competitiveness. A new research paper submitted to the Journal of Strategic Information Systems examines this dilemma 

Titled Responsible AI: The Good, the Bad, the AI, submitted to the Journal of Strategic Information Systems, the study argues that most current approaches to responsible AI governance are built on a flawed assumption. Rather than being a trade-off between value creation and ethical restraint, the authors contend that AI governance is best understood as a persistent paradox in which benefits and risks are inseparable and must be managed simultaneously.

The strategic upside of AI and the risks it creates

The study outlines why AI has become such a powerful strategic asset for organizations. Across industries, AI systems are credited with improving operational efficiency through automation, reducing costs, and accelerating routine cognitive tasks. In decision-making, AI enables organizations to analyze vast datasets at speed, identifying patterns that humans would struggle to detect. These capabilities have translated into measurable gains in areas such as medical diagnosis, financial risk assessment, supply chain optimization, and customer personalization.

The authors note that AI is increasingly linked to competitive advantage. Organizations that successfully integrate AI into their operations often gain greater agility, faster innovation cycles, and the ability to develop entirely new business models. AI-driven personalization strengthens customer relationships, while generative systems expand creative and analytical capacity across knowledge work. Taken together, these benefits position AI not merely as a tool, but as a strategic capability that shapes long-term performance.

However, the study emphasizes that the same features that make AI valuable also generate serious risks. Algorithmic bias has been documented in hiring systems, healthcare decision tools, and criminal justice applications, often reproducing or amplifying existing inequalities. Transparency remains a major challenge, as complex models make it difficult for users, regulators, or affected individuals to understand how decisions are made. When outcomes cause harm, responsibility is often unclear, spread across developers, data providers, vendors, and deploying organizations.

Additional risks include vulnerabilities to adversarial attacks, performance failures when systems encounter new conditions, and widespread data governance concerns involving privacy, quality, and intellectual property. At a societal level, AI adoption raises questions about labor displacement, concentration of power, environmental costs, and erosion of public trust. The authors stress that these are not isolated problems but recurring outcomes rooted in how AI systems function at scale.

The paper rejects the idea that benefits and risks can be cleanly separated. The authors argue that AI’s capacity to create value and its potential to cause harm are deeply intertwined. Attempts to maximize one while minimizing the other often fail because they rely on a false assumption that organizations can simply optimize between competing objectives.

Why responsible AI is not a trade-off problem

Much of the existing literature, the authors argue, treats responsible AI as a trade-off problem. In this view, organizations are expected to balance innovation against caution, speed against safety, and value against compliance. Governance becomes an exercise in finding the right balance point.

The study challenges this logic by applying paradox theory, which is used in organizational research to explain tensions that are contradictory yet interdependent and persistent over time. According to the authors, responsible AI fits this definition precisely. Aggressive AI deployment can increase both value and risk at the same time. Conversely, excessive restraint can reduce risk but also destroy strategic opportunity. These tensions do not disappear once a decision is made, but re-emerge continuously as technologies evolve, regulations change, and competitive pressures intensify.

Using formal models, the researchers demonstrate that trade-off approaches tend to amplify tension rather than resolve it. Organizations that optimize for short-term balance often find themselves locked into cycles of adjustment, constantly reacting to new risks or missed opportunities. This dynamic helps explain what the authors describe as the principles-to-practices gap, where high-level ethical guidelines fail to translate into effective governance on the ground.

Instead of seeking resolution, the study notes that organizations must accept responsible AI as a paradox to be managed. This requires abandoning the idea of a final solution and focusing instead on building structures, processes, and cultures that can sustain ongoing tension between value creation and responsibility.

The PRAIG framework and how organizations can apply it

To operationalize this perspective, the authors introduce the Paradox-based Responsible AI Governance framework. PRAIG integrates insights from strategy, ethics, and information systems research into a single model that links AI benefits, risks, governance practices, and organizational outcomes.

The framework identifies three categories of governance practices that must work together. Structural practices include formal roles and bodies such as ethics committees, governance units, and clear accountability structures. Procedural practices focus on processes such as impact assessments, auditing, documentation, lifecycle management, and incident response. Relational practices emphasize training, stakeholder engagement, cross-functional dialogue, and ethics education.

The study finds that governance effectiveness depends on the interaction of all three. Weakness in any one area limits overall impact, while strong alignment across structures, processes, and relationships reinforces responsible deployment. Governance is treated not as a constraint on innovation, but as an enabling capability that allows organizations to pursue ambitious AI strategies without incurring unacceptable risk.

PRAIG also outlines four distinct strategies for managing the AI paradox, each suited to different organizational and environmental conditions. The acceptance strategy involves recognizing tension as inherent and productive, encouraging leaders and teams to work with contradiction rather than suppress it. Temporal separation involves alternating emphasis over time, prioritizing innovation in some phases and governance in others. Spatial separation allows organizations to apply different governance intensities across use cases, deploying stricter controls in high-risk areas while maintaining flexibility elsewhere. Integration seeks to resolve tension through innovation, embedding responsibility directly into system design and governance mechanisms.

The authors stress that no single strategy is universally optimal. Large organizations with diverse AI portfolios may need to apply multiple strategies simultaneously, tailoring governance approaches to specific applications, risk profiles, and regulatory environments. Over time, feedback loops from governance outcomes help organizations refine their approach, strengthening both value creation and responsibility.
