The Asian Development Bank (ADB) has approved a $250 million loan to support Bangladesh in advancing a new phase of reforms aimed at modernizing and strengthening its social protection system. The initiative is expected to significantly improve efficiency, coverage, and resilience, particularly for vulnerable populations facing economic and climate-related risks.

The financing supports Subprogram 2 of the Second Strengthening Social Resilience Program, a flagship reform effort designed to reduce poverty, vulnerability, and social exclusion while building a more adaptive and inclusive safety net system.

Toward a Modern and Inclusive Safety Net

Bangladesh has made notable progress in poverty reduction over the past decades, but structural challenges persist — including fragmented social protection programs, limited coverage, and inefficiencies in delivery systems. The ADB-supported reforms aim to address these gaps by strengthening both protective and preventive mechanisms.

The program introduces a comprehensive set of reforms focused on improving system design, governance, and impact:

  • Expansion of Coverage: Social protection programs will reach more beneficiaries, particularly vulnerable and marginalized groups.

  • Support for Women: The widow allowance program will be expanded to benefit at least 250,000 additional women, strengthening income security and social protection for one of the most vulnerable demographics.

  • Contributory Schemes: New contributory social protection mechanisms will be developed, helping reduce long-term fiscal pressure while broadening protection for workers.

  • Climate-Responsive Measures: Adaptive social protection will be enhanced through climate-resilient workfare programs, addressing the growing impact of climate change on livelihoods.

  • Financial Inclusion: Access to financial services for women entrepreneurs will increase by at least 15%, supported by Bangladesh Bank's targeted refinancing initiatives.

Strengthening System Efficiency and Governance

A core focus of the program is improving how social protection systems are managed and delivered. This includes enhancing data systems, targeting mechanisms, and administrative processes to ensure that benefits reach those who need them most, more effectively and transparently.

By institutionalizing reforms, the program aims to create a system that is not only more efficient but also adaptive to shocks, whether economic, environmental, or social.
