Om Birla Highlights Uttarakhand’s Van Panchayats as Global Model

Lok Sabha Speaker Shri Om Birla has called for a unified, proactive approach involving all stakeholders—from government institutions to grassroots bodies and citizens—to ensure sustainable development and ecological balance. Emphasising the critical role of local communities, he said that empowering grassroots institutions and integrating traditional knowledge systems are key to achieving long-term environmental sustainability and national progress.
Addressing representatives of Van Panchayats, Panchayati Raj Institutions (PRIs), and Urban Local Bodies at the Dr. Raghunandan Singh Tolia Administrative Academy in Nainital, Shri Birla highlighted Uttarakhand's Van Panchayat system as a pioneering model of community-led forest governance. He noted that these institutions are not only contributing to forest conservation and regeneration but are also generating livelihoods—aligning closely with the vision of Atmanirbhar Bharat.
"Strongest Pillar of Democracy at the Grassroots"
Describing Van Panchayats as "the strongest link in India's democratic framework," Shri Birla underscored their vital role in both governance and environmental stewardship. He remarked that engaging with these institutions is akin to interacting with the most robust pillar of democracy, adding that their grassroots experience is as valuable as that of national-level institutions.
During the programme, the Speaker directly interacted with representatives, listening to their experiences, challenges, and suggestions—ranging from forest fire management to institutional strengthening and financial support.
Jal, Jangal, Jameen: Foundation of Sustainability
Highlighting the interconnectedness of natural resources, Shri Birla emphasised the intrinsic relationship between Jal (water), Jangal (forests), and Jameen (land). He stated that these elements form the backbone of ecological balance and human survival, and their conservation is a collective responsibility requiring active local participation.
He lauded Uttarakhand as a living example of harmonious coexistence between humans and nature, pointing to its rich cultural traditions that promote reverence for forests and water resources. According to him, such practices continue to guide sustainable living and environmental protection.
Learning from History, Strengthening the Future
Referring to the historical evolution of forest governance, Shri Birla recalled the resistance of local communities during the colonial era against exploitative forest policies. He noted that since the 1930s, various legal and policy interventions have aimed to strengthen conservation, but stressed that effective implementation at the grassroots remains crucial.
He emphasised that conservation of forests and wildlife habitats cannot succeed without the active involvement of local communities. He urged Panchayats and Urban Local Bodies to act as catalysts in mobilising community participation, promoting eco-friendly livelihoods, and ensuring balanced development.
Harnessing Traditional Knowledge and Medicinal Resources
Highlighting Uttarakhand's growing global recognition as a centre for yoga and Ayurveda, Shri Birla called for a comprehensive action plan for medicinal plants. He suggested collaboration with Van Panchayats for value addition, research, and integration with modern healthcare systems.
He pointed out that while significant research has been conducted in allopathic medicine, traditional knowledge systems and medicinal plants require greater scientific attention and institutional support.
Women, Climate Action and Community Leadership
Addressing the global challenge of climate change, Shri Birla stressed that community-driven approaches are essential for effective mitigation and adaptation. He also praised the active participation of women in Uttarakhand, recognising their pivotal role in forest conservation and environmental protection.
He highlighted that local communities possess invaluable experiential knowledge, particularly in tackling issues like forest fires, where their on-ground expertise can significantly enhance response strategies.
Global Relevance of Uttarakhand Model
Referring to Prime Minister Narendra Modi's call for adopting environmentally sustainable lifestyles, Shri Birla said that Uttarakhand's Van Panchayat model has the potential to serve as a global benchmark for community-based conservation.
He assured that the suggestions and concerns raised by representatives—particularly regarding financial assistance, technical support, and institutional strengthening—would be taken up at the national level.
The event also saw participation from Member of Parliament Shri Ajay Bhatt, who shared his perspectives on strengthening grassroots governance and environmental conservation.
As India grapples with climate challenges and sustainability goals, Shri Birla's call underscores a key policy direction: empowering local institutions and integrating traditional wisdom could be central to building a resilient and environmentally sustainable future.
