The Department of School Education and Literacy (DoSEL) under the Ministry of Education held a national workshop in New Delhi to strengthen the implementation of the National Means-cum-Merit Scholarship Scheme (NMMSS), focusing on improving scholarship delivery and preventing school dropouts among economically weaker students.

The one-day national workshop, held on March 10, 2026, brought together State, Union Territory and district-level officers responsible for implementing the scholarship programme across the country.

The workshop was chaired by DoSEL Secretary Sanjay Kumar, who led discussions on improving policy execution at the grassroots level in line with the National Education Policy (NEP) 2020.

Focus on Preventing Dropouts at Secondary Level

Officials reviewed the performance of states and union territories in implementing the scholarship scheme, with particular emphasis on quota utilisation and ensuring continuity of scholarships for students from Classes IX to XII.

The National Means-cum-Merit Scholarship Scheme is a central government initiative designed to reduce dropout rates after Class VIII and encourage students from economically weaker families to continue their education at the secondary level.

Under the scheme:

  • One lakh fresh scholarships are awarded every year to students entering Class IX

  • Scholarships continue through Classes X, XI and XII, subject to renewal conditions

  • Each selected student receives ₹12,000 annually

The programme targets students studying in government, government-aided and local body schools.

Ensuring Timely Scholarship Payments

During the workshop, officials emphasised the importance of improving verification processes to ensure scholarships reach beneficiaries without delays.

A. Srija, Economic Advisor at DoSEL, highlighted the need for timely verification by state-level officers on the National Scholarship Portal (NSP) so that eligible students receive their payments promptly.

Officials noted that efficient verification processes are critical for ensuring that students from economically weaker sections receive financial support on time, preventing disruptions to their education.

Digital Monitoring Through UDISE+

Dr. Pankaj K.P. Shreyaskar, Deputy Director General (Statistics), DoSEL, highlighted the transformation of UDISE+ into a real-time, digital-first education data platform.

The system now allows authorities to track educational indicators and scholarship implementation more effectively, helping policymakers monitor student participation, performance and scheme coverage across states.

Other senior officials who participated in the workshop included Bhupal Nanda, Principal CCA at the Ministry of Education.

Technical Sessions on DBT and Aadhaar Integration

The workshop also featured several technical sessions aimed at improving the efficiency and transparency of scholarship disbursement.

Key topics included:

  • Operation of the PAO–Direct Benefit Transfer (DBT) module through the Public Financial Management System (PFMS)

  • Aadhaar seeding of student beneficiary bank accounts through the National Payments Corporation of India (NPCI)

  • Best implementation practices adopted by Gujarat, Maharashtra and Madhya Pradesh

Officials said strengthening these systems will improve direct benefit transfers and reduce administrative delays.

Addressing Ground-Level Challenges

The workshop included an interactive session with State Nodal Officers, allowing participants to discuss challenges faced in implementing the scholarship scheme at the district and school levels.

Officials from DoSEL and the National Scholarship Portal (NSP) responded to queries raised by states and union territories and provided practical solutions to improve implementation.

The Ministry said the initiative reflects its commitment to ensuring timely, transparent and student-centric delivery of central scholarship schemes.

Eligibility Criteria for NMMSS

The NMMSS scheme supports meritorious students from economically weaker families who meet specific eligibility conditions:

  • Parental income must not exceed ₹3.5 lakh per year

  • Students must secure at least 55% marks in Class VII to appear for the selection test

  • SC/ST students receive a 5% relaxation in the minimum marks requirement

The government says the programme remains a key instrument in expanding access to secondary education and promoting educational equity across India.
