The Department of Posts is set to introduce new rules under the Post Office Act 2023 within the next six months, a senior official revealed on Thursday.
Speaking at the Department of Posts Officers' Conclave 2024, Secretary Vandita Kaul mentioned that the upcoming regulations are designed to revolutionize postal services through modern technologies.
'We are aiming to introduce these rules within six months. This new law replaces the outdated legislation, aligning postal services with contemporary needs,' Kaul noted.
The Post Office Act 2023 is anticipated to end the Department's monopoly on letter transmission, simplify decision-making processes, enable third-party collaborations, and support digital payment methods for stamps and charges.
'We've lifted the monopoly on letter carriage to foster competition, benefiting both providers and consumers,' Kaul said, adding that the monopoly was mostly theoretical and seldom enforced.
Kaul clarified that monopoly remains in government functions like printing stamps and stationary.
Union Communications Minister Jyotiraditya Scindia inaugurated the conclave, emphasizing that the loss-making Department can become profitable with collective efforts from the officials.
'The Department's expenditure is Rs 36,000 crore against a revenue of Rs 12,000 crore. With the right strategy, revenue could reach Rs 40,000 crore,' Scindia stated.
Kaul highlighted the Department’s commitment to financial inclusion, emphasizing quality service at affordable costs as part of their Universal Services Obligation.
'We are expanding into rural areas at planned losses to achieve this,' she said, stressing the importance of business opportunities and public empowerment in driving government revenue.
