NCR Takes Green Leap: Mandates Electric 3-Wheelers and Strict Fuel Rules
The Commission for Air Quality Management announces new rules to enhance air quality in the NCR. Electric 3-wheelers will be mandatory, and harsh penalties for vehicles without valid pollution certificates begin in 2026. Authorities emphasize technological enforcement, while allowing exceptions for emergencies and specific circumstances.

The Commission for Air Quality Management (CAQM) has unveiled a strategic plan focusing on air quality improvement across the National Capital Region (NCR). This transformative initiative mandates the registration of only electric 3-wheelers in the L5 category to tackle vehicular pollution, starting January 1, 2027, in Delhi, then expanding to other NCR districts by 2029.
In a bid to combat air pollution, CAQM has also tightened regulations regarding the Pollution Under Control Certificate (PUCC). From October 1, 2026, fuel stations in NCR will cease fuel sales to vehicles lacking a valid PUCC, monitored through Automatic Number Plate Recognition (ANPR) systems and similar technological measures.
Notably, exceptions will be permitted in cases of medical emergencies, law enforcement duties, or urgent state matters, as per notifications from relevant government authorities. Concurrently, CAQM has halted actions under Stage-I of the Graded Response Action Plan (GRAP), following observed improvements in air quality metrics for the region.
