Internal Affairs Minister Brooke van Velden has announced the finalization of the detailed terms of reference for Phase 2 of the Royal Commission of Inquiry into COVID-19 Lessons. This phase will delve into critical government decisions made in 2021 and 2022, particularly concerning the use of vaccines and lockdowns, with a focus on the extended lockdowns in Auckland and Northland.
"The terms of reference reflect the Government's decision in June to establish Phase 2 of the Royal Commission, in line with commitments outlined in the ACT-National and New Zealand First-National coalition agreements to address outstanding matters of public concern," Minister van Velden stated.
Phase 2 of the Inquiry will evaluate whether the government’s key decisions struck a reasonable balance between public health objectives and the resulting social and economic impacts, including effects on health, education, inflation, debt, and business activity. Public hearings may be conducted as part of the inquiry where necessary.
Grant Illingworth KC has been appointed as the Chair for Phase 2, bringing his expertise from the final stages of Phase 1 to ensure a smooth transition. He will be joined by Judy Kavanagh and Anthony Hill, who have been appointed as Commissioners. Their backgrounds in economics and public health, respectively, are expected to contribute significantly to the inquiry’s objectives.
Commissioners from Phase 1, Professor Tony Blakely and John Whitehead, will step down from their roles following the completion of Phase 1 on 28 November 2024.
Minister van Velden expressed optimism about the future of the Inquiry, stating, "The detailed terms of reference for Phase 2 will address outstanding matters of public concern, and I look forward to the findings and recommendations that will be made public at the conclusion of Phase 2 in early 2026."
