The National Investigation Agency (NIA) has detained Lunminsei Kipgen, a militant, from an Assam jail for his alleged role in the killing of four civilians in Manipur's Bishnupur district, according to a statement issued on Sunday.

Kipgen, who is known by multiple aliases including Langinmang and Mang, was detained on Saturday at Central Jail, Lokhra in Guwahati. His arrest falls under the purview of the Unlawful Activities (Prevention) Act and the Arms Act.

The arrest marks the first in the investigation of the gruesome January 18 murders, where armed assailants opened indiscriminate fire, killing four civilians near the water treatment plant at Ningthoukhong Kha Khunou, Bishnupur.
