Police Chief Shon Barnes called the outcome a 'miracle' and expressed the community's pain at a news conference, noting the victims' ages ranged from 14 to 23. 'Their summer vacation should have been one for celebration, not medical treatment,' Barnes said.
The incident occurred near the University of Wisconsin-Madison campus, yet no students were involved. Authorities are still investigating and have not determined a motive or made any arrests.
