The South African government remains committed to engaging with the United States administration and other stakeholders to address the recent mischaracterization of the country's policies while reinforcing diplomatic ties. President Cyril Ramaphosa made these remarks during a Questions for Oral Reply session in the National Assembly on Tuesday.

Ongoing Diplomatic Engagements

President Ramaphosa emphasized that South Africa continues to engage actively with the United States through political, diplomatic, and economic channels. "We have taken note of an Executive Order and recent statements by the current US administration about South Africa and aspects of our domestic and foreign policy. We have expressed concern about the mischaracterization of the situation in South Africa and certain aspects of our laws and foreign policy positions," he said.

Last month, US President Donald Trump issued an Executive Order titled Addressing Egregious Actions of the Republic of South Africa. The order declares that, due to the Expropriation Act, the US shall not provide aid or assistance to South Africa. Additionally, the order calls for the "promotion of the resettlement of Afrikaner refugees escaping government-sponsored race-based discrimination, including racially discriminatory property confiscation."

In response, the South African government has reaffirmed its commitment to diplomatic solutions, emphasizing that any misunderstandings or disputes related to the Expropriation Act 13 of 2024 and other policies should be resolved through dialogue.

The Expropriation Act: Context and Constitutional Alignment

The Expropriation Act, signed into law by President Ramaphosa in January 2025, stipulates that property may only be expropriated for a public purpose or in the public interest. This act, which underwent extensive public consultation and parliamentary deliberation, aligns with South Africa’s Constitution. It replaces the Expropriation Act of 1975 and ensures that any land expropriation occurs with just and equitable compensation.

Strengthening Relations Despite Tensions

Following the establishment of the Government of National Unity last year, Minister of International Relations and Cooperation, along with the Minister and Deputy Minister of Trade, Industry, and Competition, visited Washington, D.C., to engage with the US administration, Congress members, business leaders, and academics.

President Ramaphosa also noted that following Donald Trump’s election victory in November, he had a telephone conversation with the President-Elect to congratulate him and reaffirm South Africa’s commitment to strengthening bilateral relations.

To further facilitate diplomatic efforts, Ambassador Ebrahim Rasool has been appointed for a second term as South Africa’s envoy to the United States. Rasool and his team are actively engaging various stakeholders to deepen economic, political, and cultural relations between the two nations.

Despite recent tensions, South Africa remains dedicated to constructive dialogue and diplomacy to preserve and strengthen its historical partnership with the United States.
