Cabinet Approves ₹3,822 Cr Sahebganj–Areraj–Bettiah NH-139W Project in Bihar
The project has been planned under the PM Gati Shakti National Master Plan with a clear focus on multi-modal connectivity and logistic efficiency.
The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Shri Narendra Modi has approved the construction of the four-lane Sahebganj–Areraj–Bettiah section of NH-139W in Bihar. The project, which will be executed on the Hybrid Annuity Mode (HAM), spans a length of 78.94 km and involves a total capital cost of ₹3,822.31 crore.
Strategic Connectivity for North Bihar
The greenfield highway project will significantly improve connectivity between Patna, the state capital, and Bettiah, linking several crucial districts of North Bihar such as Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, East Champaran, and West Champaran. It will also provide a robust transport corridor up to the Indo-Nepal border, thereby strengthening both domestic and cross-border connectivity.
Designed to handle long-distance freight traffic, the highway will improve access to agricultural production zones, industrial clusters, and logistic hubs. This will directly support regional economic growth, particularly in Bihar's agrarian and small-scale industrial economies.

By improving access to key heritage and Buddhist tourist destinations such as the Kesariya Buddha Stupa (Sahebganj), Someshwarnath Mandir (Areraj), Jain Mandir and Vishwa Shanti Stupa (Vaishali), and Mahavir Temple (Patna), the project is expected to give a major boost to international tourism in Bihar. Strengthening the Buddhist Circuit will not only attract domestic travelers but also position Bihar more prominently in global spiritual and heritage tourism.
Decongesting Existing Routes
At present, road alternatives in the region are congested, geometrically deficient, and pass through densely populated urban areas, causing frequent delays. The proposed NH-139W alignment will serve as an efficient high-speed corridor, designed for 100 km/h and supporting average vehicular speeds of 80 km/h.
This will reduce travel time between Sahebganj and Bettiah from 2.5 hours to just 1 hour, improving both passenger convenience and freight efficiency. By easing pressure on parallel routes such as NH-31, NH-722, NH-727, NH-27, and NH-227A, the project will play a key role in traffic decongestion and logistics optimization.

The construction of this 78.94 km stretch is expected to generate massive employment opportunities:
