European leaders are actively engaged with Ukraine in crafting a 12-point proposal aimed at ending Russia's ongoing conflict along current battle lines, according to a Bloomberg News report on Tuesday. The plan suggests a peace oversight board chaired by U.S. President Donald Trump.
The proposal indicates that Ukraine would get security guarantees and financial support for war damages, alongside a fast-tracked path to EU membership. The agreement envisions returning deported children and exchanging prisoners once both sides agree to a ceasefire and stop territorial advances.
Negotiations would address the governance of occupied areas without recognizing them as Russian. Sanctions on Russia would be eased gradually, but $300 billion in frozen reserves would be reclaimed only when Moscow aids Ukraine's reconstruction, with sanctions returnable if aggression resumes.
