In a keynote address in Thimphu, Bhutan, Justice Gavai described the judiciary as a mediator and protector of fundamental rights, environmental and collective welfare, and a guardian of democracy. He accentuated the transformative role of the judiciary in interpreting the Constitution and influencing public policy through fair and courageous judgments.

Justice Gavai stressed the importance of constitutional literacy, urging that judicial decisions should serve as catalysts for civic awareness and public dialogue, thereby shaping citizens' understanding of their rights, duties, and the moral foundations of democracy.
