New Zealand has officially opened applications for the new Business Investor Visa, a dedicated immigration pathway aimed at attracting skilled and experienced businesspeople capable of strengthening local enterprises and supporting long-term economic growth. The initiative is part of the Government’s broader strategy to revitalise the economy, encourage sustainable investment, and secure the future of small and medium-sized businesses across the country.

A Visa Designed to Bring Skills, Capital, and Stability

Immigration Minister Erica Stanford says the new visa is tailored to bring in investors who are ready to actively participate in the management and growth of New Zealand businesses.

“This visa is about bringing practical skills and capital into the economy. We want investors who will roll up their sleeves and help New Zealand businesses thrive,” she said. “This visa keeps businesses strong, creates jobs for Kiwis, and brings valuable skills and experience into our communities.”

The policy responds to a growing need within New Zealand’s business landscape, particularly among long-standing enterprises where owners are nearing retirement. Many smaller businesses—especially in regional areas—risk closure or downsizing without new ownership or investment. The visa aims to ensure these operations remain open, vibrant, and competitive.

Two Investment Pathways

To cater to different levels of investment appetite and involvement, the Business Investor Visa provides two clearly defined routes to residence:

  • $1 million investment in an existing business, granting a three-year work-to-residence pathway

  • $2 million investment in an existing business, offering a 12-month fast-track to residence

This structure is intended to give potential investors flexibility while ensuring their contribution is meaningful and directly supports local economic activity.

Supporting Business Succession and Regional Economies

The Government has highlighted that one of the key motivations behind the new visa is to support business continuity, particularly where New Zealand owners are seeking to retire or transition out of daily operations.

“Opening the door for overseas buyers means we can protect local jobs, while also attracting investors who can inject fresh energy and investment into small businesses that are vital to local economies,” Minister Stanford added.

This approach is expected to play an especially important role in regional centres, where small businesses often serve as pillars of local employment and community resilience.

Building on Strong Investor Interest

The new Business Investor Visa complements existing policies designed to attract global capital, including the Active Investor Plus visa, introduced in April. Since its launch, it has drawn over 440 applications, representing a potential $2.63 billion in investment into the New Zealand economy.

“These numbers show the strong demand and confidence investors have in New Zealand,” Stanford said. “Attracting investment is crucial to boosting economic growth and creating more opportunities for New Zealanders.”
