The UN Special Rapporteur on the Promotion and Protection of Human Rights and Fundamental Freedoms while Countering Terrorism, Ben Saul, has strongly condemned the 14 December 2025 terrorist attack at Bondi Beach, which targeted Jewish community members gathered for a Hannukah celebration. The assault, marked by clear antisemitic intent, left 16 people dead—including a child—and dozens injured, sending shockwaves across Australia and the international community.

“An Attack on All Australians”

Saul described the assault as “hateful, antisemitic, terrorist violence” and expressed deep condolences to the victims and their families. He emphasized that such acts are not only attacks on the Jewish community but also assaults on Australia’s democratic values and social cohesion.

He praised brave bystanders, particularly one individual who tackled and disarmed a gunman, preventing further loss of life. Saul also recognized the rapid response by law enforcement, first responders, and health professionals, who worked tirelessly to protect survivors and stabilize the situation.

Support for Victims and National Solidarity

The Special Rapporteur welcomed the Australian Government’s immediate assistance measures, including facilitating visas for families traveling to attend funerals. He stressed that long-term psychosocial support, counselling, and public memorialisation will be essential for healing and honoring the victims.

Saul also acknowledged Australia’s ongoing efforts to combat rising antisemitism—including incidents linked to foreign influence—and commended the government for pledging stronger protections for Jewish communities nationwide.

Gun Control and Prevention Measures

Given the weapon used in the attack, Saul welcomed the government’s announcement that it will consider tightening Australia’s already strict gun control laws. He underscored that Australia’s model—credited with making mass shootings extremely rare—offers important lessons for countries struggling with uncontrolled gun violence.

The Special Rapporteur called for an independent and impartial investigation into the incident, urging authorities to examine whether any early warning signs were missed and to assess the timeliness and effectiveness of the law enforcement response.

Preventing Stigmatization and Social Division

Saul cautioned political leaders and the public not to stigmatise Muslim Australians, migrants, or any community based on the actions of individual perpetrators. He emphasized that political actors—domestic and foreign—must avoid exploiting or politicizing the tragedy, as doing so risks deepening social fractures.

He reiterated that states must uphold their obligation under international law to counter incitement to national, racial, or religious hatred, and to protect all communities from discrimination, hostility, and violence.

A Call for Unity, Accountability, and Human Rights Protection

The Bondi Beach attack represents one of the most devastating acts of antisemitic violence in Australia’s recent history. Saul urged the Australian Government and international partners to work together to ensure justice for the victims, strengthen prevention measures, and protect the human rights and freedoms of all communities as part of a comprehensive response to terrorism.
