In a significant move aimed at strengthening India's digital infrastructure and accelerating last-mile connectivity, the Telecom Regulatory Authority of India (TRAI) has released a comprehensive Consultation Paper on the "Proliferation of Public Wi-Fi Networks in India." The initiative is being seen as a critical step toward enhancing affordable internet access, particularly in underserved and high-density areas, and aligning with the broader goals of Digital India.

The consultation comes at a time when India is witnessing exponential growth in data consumption, with average monthly data usage per user already among the highest globally. Despite this surge, public Wi-Fi infrastructure in India remains underdeveloped compared to global benchmarks, highlighting a major opportunity for expansion.

Bridging the Connectivity Gap

Public Wi-Fi networks are widely regarded as a cost-effective and scalable solution for improving internet accessibility, especially in rural regions, public transport hubs, markets, educational institutions, and other high-footfall areas. TRAI's latest consultation seeks to address structural and regulatory bottlenecks that have hindered the rapid rollout of such networks.

The paper takes a deep dive into the current ecosystem and explores how India can leverage global best practices to create a robust, inclusive, and sustainable public Wi-Fi framework. Countries such as the United States, the United Kingdom, South Korea, and members of the European Union have successfully implemented large-scale public Wi-Fi ecosystems through innovative policy support, public-private partnerships, and interoperable systems.

Comprehensive Review of India's Public Wi-Fi Landscape

TRAI's consultation paper provides a detailed assessment of India's public Wi-Fi scenario, examining deployment trends, usage patterns, and the evolving demand landscape. While initiatives such as PM-WANI (Prime Minister Wi-Fi Access Network Interface) have laid the groundwork for decentralized Wi-Fi access through Public Data Offices (PDOs), adoption has been slower than expected due to operational and financial constraints.

The regulator highlights that despite the presence of millions of potential hotspots, the actual number of active public Wi-Fi access points remains limited. Issues such as low revenue realization, fragmented stakeholder participation, and technological interoperability challenges continue to restrict growth.

Key Challenges Identified

The consultation identifies several critical challenges that need to be addressed to unlock the full potential of public Wi-Fi in India:

  • Regulatory and Authorization Barriers: Complex licensing and compliance requirements for service providers and small-scale operators.

  • Authentication and User Experience Issues: Need for seamless, secure, and user-friendly login mechanisms without compromising data privacy.

  • Lack of Roaming and Interoperability: Absence of unified frameworks that allow users to access multiple Wi-Fi networks through a single authentication system.

  • Sustainability Concerns: Limited monetization opportunities making it difficult for operators to maintain and expand networks.

  • Infrastructure Constraints: Inadequate backhaul connectivity and power supply issues, especially in rural areas.

Focus on Multi-Stakeholder Collaboration

A key highlight of the consultation paper is its emphasis on clearly defining the roles and responsibilities of various stakeholders, including Central and State Governments, local bodies, Telecom Service Providers (TSPs), Internet Service Providers (ISPs), and private enterprises.

TRAI is exploring models that encourage stronger collaboration between public and private sectors to ensure viability and scalability. Special attention is being given to developing customized solutions for diverse environments such as rural villages, urban centers, transportation corridors, and commercial hubs.

Exploring Viable Business and Revenue Models

To ensure long-term sustainability, the regulator is also examining innovative revenue models. These include both direct revenue streams such as subscription-based access and indirect models like advertising, data analytics services, and bundling with other digital offerings.

The paper underscores the importance of making public Wi-Fi financially viable for small entrepreneurs and local businesses, which could play a crucial role in expanding last-mile connectivity under frameworks like PM-WANI.

Invitation for Stakeholder Participation

TRAI has invited written comments from all stakeholders, including telecom operators, technology providers, startups, industry bodies, and consumers, by May 25, 2026. Counter-comments can be submitted by June 8, 2026.
