India's rapidly expanding live events industry is poised for a transformative leap, with the government intensifying efforts to streamline regulations, boost infrastructure, and position the country as a global hub for concerts and large-scale events by 2030.

At the 4th meeting of the Live Events Development Cell (LEDC) held at Vigyan Bhavan, chaired by Shri Chanchal Kumar, Secretary, Ministry of Information and Broadcasting (MIB), stakeholders from across government and industry converged to accelerate the sector's growth roadmap. The meeting saw participation from 9 Central Ministries, 6 States, and 12 industry representatives, underscoring a whole-of-government approach to developing the concert economy.

₹145 Billion Sector Emerging as Fastest-Growing Segment

India's organised live events sector has emerged as the fastest-growing segment of the Media and Entertainment industry, valued at ₹145 billion in 2025, with projections indicating:

  • Growth to ₹196 billion by 2028

  • Sustained annual expansion of around 10%

Beyond direct revenues, the sector generates a powerful economic multiplier effect, driving growth in tourism, hospitality, logistics, and local employment.

Ambitious Vision: Global Hub by 2030

The LEDC, established in July 2025, is tasked with unlocking the full potential of India's live events ecosystem. Its long-term vision includes:

  • Positioning India as a global destination for concerts and live entertainment

  • Creating 15–20 million additional jobs across allied sectors

  • Building a robust, transparent, and investor-friendly ecosystem

Officials emphasized that the "concert economy" could become a key pillar of India's creative economy, comparable to global entertainment hubs.

Single-Window Clearance to End Regulatory Bottlenecks

One of the most significant reforms discussed was the rollout of a single-window clearance system for event permissions via the India Cine Hub (ICH) portal.

Key benefits include:

  • Digitized approval processes

  • Faster and time-bound clearances

  • Enhanced transparency and reduced bureaucratic delays

States have been encouraged to adopt the portal, which is expected to standardize permissions across jurisdictions and significantly improve ease of doing business for event organizers.

Model Licensing Framework to Simplify Compliance

The meeting also stressed the urgent adoption of the "Model Executive Order for Streamlining Licensing and Permissions for Live Events in India, 2026", with a target implementation deadline of May 31, 2026.

This framework aims to:

  • Create a uniform regulatory structure nationwide

  • Reduce compliance complexity

  • Enable seamless coordination between agencies

Greenfield Venues and Skilling: Building Future Capacity

Recognizing infrastructure and talent gaps, LEDC discussed:

  • Development of greenfield venues tailored for large-scale events

  • Expansion of skilling initiatives for the live events workforce

In a significant step, the Indian Institute of Mass Communication (IIMC), in collaboration with:

  • Media & Entertainment Skills Council (MESC)

  • Event and Entertainment Management Association (EEMA)

will soon launch certificate courses in live events, aimed at creating a skilled talent pipeline for the industry.

Government Assures Full Support to Industry

Addressing the gathering, Shri Chanchal Kumar reaffirmed the government's commitment:

"All necessary facilitation will be extended to make the processes for organising live events robust and transparent. There is complete alignment among stakeholders—our focus must now shift to effective implementation."

His remarks reflect a strong policy push toward execution-driven reforms, moving beyond intent to tangible outcomes.

Economic Multiplier and Tourism Boost

Experts highlight that a thriving live events ecosystem can:

  • Boost domestic and international tourism

  • Generate large-scale temporary and permanent employment

  • Drive growth in urban infrastructure and services

With global artists increasingly eyeing India's massive audience base, the country is well-positioned to become a major destination in the global live entertainment circuit.

A New Growth Engine for India's Creative Economy

The LEDC's coordinated approach—bringing together ministries, states, and industry—signals a shift toward integrated policy-making for emerging sectors.

As India's creative economy expands, the live events sector is expected to play a critical role in:

  • Enhancing cultural exchange

  • Strengthening soft power

  • Driving economic diversification

The Ministry of Information and Broadcasting has reiterated its commitment to working closely with all stakeholders to build a sustainable, growth-oriented, and globally competitive live events ecosystem.
