Dela Rosa served as the chief of the Philippine National Police when Duterte launched a bloody anti-drug campaign in 2016. Appointed by Duterte, Dela Rosa implemented Project Double Barrel, mirroring his crime-fighting strategy in Davao City, resulting in a significant rise in killings reported by police.

Criticized for his violent rhetoric, Dela Rosa's pronouncements during the drug war have been part of the ICC's case against Duterte. Despite completing his term as police chief, Dela Rosa remains entrenched in the Philippines' political landscape, winning multiple senatorial terms.
