In a major push to modernise India's administrative machinery and strengthen governance outcomes, the Department of Personnel and Training (DoPT) and the Capacity Building Commission (CBC) will convene the National Departmental Summit on "Institutionalizing Capacity Building: From Training to Performance-linked Governance" on May 15, 2026.
The virtual summit, to be chaired by Union Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh, is expected to play a pivotal role in shaping the future architecture of India's civil services reform and capacity-building ecosystem.
The event comes at a critical time as the Government accelerates efforts under Mission Karmayogi to transform the country's bureaucracy from a traditional rule-based structure into a modern, role-based and competency-driven governance system aligned with the broader vision of Viksit Bharat 2047.
Major Reform Push to Build Future-Ready Civil Services
Officials say the summit will help build national consensus on frameworks and implementation strategies required to institutionalise performance-linked capacity building across the Centre, States, and Union Territories.
The initiative reflects growing recognition within the Government that effective governance in an increasingly complex and technology-driven world requires continuous upskilling, data-driven performance systems, and adaptive public institutions.
Mission Karmayogi, launched in 2020, is regarded as one of the most ambitious civil services reform programmes undertaken in independent India.
The programme seeks to fundamentally redesign how government officials are trained, evaluated, and developed throughout their careers.
The upcoming summit will focus on transitioning from conventional training models toward integrated systems where learning outcomes directly contribute to governance performance and public service delivery.
Extensive Consultations with States and Union Territories
Ahead of the summit, the Government conducted a National Workshop with States and Union Territories on February 26, involving senior officials from General Administration Departments, Departments of Personnel, Administrative Training Institutes, and key institutional stakeholders.
States and UTs were subsequently asked to conduct detailed internal consultations involving:
-
Government departments
-
Training institutions
-
HR and eHRMS teams
-
Administrative stakeholders
-
Capacity-building agencies
The consultations were aimed at identifying practical challenges, successful administrative practices, institutional gaps, and reform priorities needed to strengthen India's training and governance systems.
Based on the feedback received, a consolidated policy note has been prepared for deliberation during the summit.
Officials say the consultative approach is intended to ensure reforms are grounded in administrative realities across diverse governance systems nationwide.
Four Key Themes to Shape Governance Reform Agenda
The summit will deliberate on four major reform themes expected to define the next phase of India's civil services transformation.
1. Unified Framework for Role-Focused and Performance-Linked Capacity Building
This theme will focus on building interoperable governance systems capable of linking training outcomes with performance management and administrative efficiency.
The discussions are expected to explore how digital systems, competency frameworks, and institutional mechanisms can work together to enable measurable governance outcomes.
2. Strengthening Training Institutions
The summit will examine reforms required to transform Central and State Training Institutions into demand-responsive capacity-building partners.
Experts are expected to discuss ways to modernise curriculum design, institutional governance, faculty development, and outcome-based learning systems.
3. Leveraging AI and Technology for Hyper-Personalized Learning
A major focus area will be the integration of artificial intelligence and emerging technologies into government learning systems.
Officials say AI-enabled platforms could allow:
-
Personalized learning pathways
-
Real-time competency assessment
-
Predictive learning analytics
-
Scalable digital training systems
-
Adaptive governance training modules
The Government increasingly views digital learning ecosystems as essential for training millions of public officials efficiently across departments and states.
4. Revisiting Cadre Training in States
The summit will also examine reforms to state cadre training systems to ensure career-long competency development.
The discussions are expected to focus on aligning cadre training plans with institutional Capacity Building Plans and integrating learning more closely with evolving governance responsibilities.
Mission Karmayogi at the Centre of Governance Transformation
The summit is deeply anchored in the objectives of Mission Karmayogi, which seeks to create a future-ready civil services ecosystem capable of delivering responsive, citizen-centric, and technology-driven governance.
Under Mission Karmayogi, the Government has been working to develop competency frameworks, digital learning platforms, and institutional reforms designed to continuously upgrade the capabilities of public servants.
The initiative represents a significant shift from seniority- and process-oriented systems toward competency-based public administration.
Policy experts say the reforms could fundamentally reshape how government officials are recruited, trained, evaluated, and promoted in the coming decades.
High-Level Participation Across Governance Ecosystem
The summit will bring together senior representatives from:
-
Department of Personnel and Training (DoPT)
-
Capacity Building Commission (CBC)
-
State and Union Territory Governments
-
Administrative Training Institutes
-
Central Training Institutions
-
Karmayogi Bharat
-
Lal Bahadur Shastri National Academy of Administration (LBSNAA)
-
Civil services capacity-building institutions
The event is expected to facilitate deeper collaboration between Central and State Governments in designing integrated governance reform strategies.
Roadmap for Performance-Linked Governance
Officials say the summit's outcomes are expected to contribute toward the development of a national framework for civil services capacity building.
The deliberations are also expected to:
-
Clarify institutional responsibilities
-
Strengthen convergence between digital and institutional learning systems
-
Establish implementation timelines
-
Create actionable reform pathways
-
Support India's transition toward performance-linked governance
Analysts say the initiative reflects a broader shift within the Government toward outcome-oriented administration as India seeks to build a more agile, accountable, and innovation-driven governance structure capable of meeting the demands of a rapidly evolving economy and society.
