India and Canada are set to deepen their economic and strategic partnership as Union Minister of Commerce and Industry Shri Piyush Goyal leads a high-powered delegation of Indian business leaders to Canada from May 25 to 27, 2026. The visit marks a significant step in reviving bilateral engagement between the two nations after recent diplomatic efforts by the leadership of both countries to strengthen economic cooperation and rebuild strategic trust.

The delegation's engagements will begin in Ottawa on May 25, followed by a two-day programme in Toronto on May 26 and 27. The visit follows the direction provided by Indian Prime Minister Narendra Modi and Canadian Prime Minister Mark Carney during the latter's visit to India in March 2026. Both leaders had emphasized the importance of expanding cooperation in trade, investment, technology, clean energy, and people-to-people exchanges.

A major highlight of the visit will be the continued negotiations for the India–Canada Comprehensive Economic Partnership Agreement (CEPA), which is expected to become a cornerstone of future bilateral economic relations. The Terms of Reference for the agreement were formally signed during Prime Minister Carney's India visit earlier this year, signaling a renewed commitment to establishing a comprehensive trade framework between the two countries.

Negotiations have already progressed steadily. The first round was held virtually in March 2026, while the second round concluded on May 8. A fresh round of discussions is scheduled to take place in Ottawa from May 25 to 29 during the ministerial visit. Officials from both countries are working toward finalizing a balanced and mutually beneficial agreement by the end of 2026.

The proposed CEPA is expected to significantly enhance market access, reduce trade barriers, strengthen investment flows, and facilitate easier movement of professionals and businesses between India and Canada. Policymakers from both sides are targeting an ambitious expansion of bilateral trade to CAD 70 billion by 2030, a substantial increase from the current trade volume of approximately USD 8.5 billion recorded in FY25.

Economic analysts believe the agreement could open major opportunities for Indian exporters in sectors such as pharmaceuticals, textiles, engineering goods, information technology services, and agriculture, while Canadian companies may gain greater access to India's rapidly growing consumer and industrial markets. The partnership is also likely to support diversification of supply chains at a time when global economies are increasingly seeking reliable and trusted trade partners.

The business delegation accompanying Shri Piyush Goyal includes representatives from several key industries that are central to the future economic agenda of both nations. Discussions with Canadian counterparts will focus on emerging and high-growth sectors where India and Canada possess complementary capabilities.

Technology and Artificial Intelligence are expected to be among the most important discussion areas. India's rapidly expanding digital economy, combined with Canada's advanced AI research ecosystem, offers significant potential for collaboration in innovation, software development, cybersecurity, fintech, and digital infrastructure. Canadian universities and technology firms have already developed strong partnerships with Indian startups and research institutions, and both governments are keen to accelerate cooperation in this area.

Clean energy and critical minerals will also occupy a central place in the discussions. Canada possesses abundant reserves of critical minerals such as lithium, cobalt, nickel, and graphite, all of which are crucial for electric vehicles, battery manufacturing, renewable energy systems, and advanced electronics. India, meanwhile, is aggressively expanding its clean energy ambitions and electric mobility sector. A stronger partnership could help India secure stable mineral supplies while opening new investment opportunities for Canadian mining and energy companies.

The pharmaceutical and biotechnology sectors represent another promising area of cooperation. India is globally recognized as one of the largest producers of affordable generic medicines, while Canada has strong expertise in biotechnology research, healthcare innovation, and life sciences. Joint research initiatives, manufacturing partnerships, and healthcare technology collaboration are expected to be explored during the meetings.

In the aerospace and defence sector, the two countries are looking to deepen industrial cooperation amid rising global demand for advanced manufacturing and defence technologies. India's expanding aerospace ecosystem and Canada's expertise in aviation technologies, simulation systems, and defence manufacturing create opportunities for strategic partnerships and joint ventures.

Food processing and agri-tech are also likely to receive considerable attention. Canada is one of the world's leading agricultural producers and exporters, while India is focusing on modernizing agricultural practices, improving food supply chains, and enhancing agri-processing capabilities. Cooperation in sustainable agriculture, cold-chain logistics, food technology, and agricultural innovation could emerge as a major area of future growth.

Beyond trade and business, the visit is also expected to strengthen broader people-to-people relations between India and Canada. Canada hosts a large and vibrant Indian diaspora that has played a crucial role in connecting the two economies through education, entrepreneurship, innovation, and cultural exchange. Indian students continue to contribute significantly to Canada's education sector, while Indian-origin professionals and entrepreneurs have become influential contributors to the Canadian economy.

Observers view the current phase of India-Canada engagement as strategically important for both countries. India is seeking stronger partnerships with advanced economies to support its long-term growth ambitions, technology development, and supply chain resilience. Canada, on the other hand, is increasingly looking toward the Indo-Pacific region to diversify its economic partnerships and strengthen ties with one of the world's fastest-growing major economies.

The visit by Shri Piyush Goyal and the accompanying business delegation is therefore expected to serve not only as a platform for advancing trade negotiations but also as a broader effort to reset and strengthen bilateral relations through economic cooperation, innovation partnerships, and long-term strategic engagement.
