Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, and Minister of State for PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh held extensive discussions in Kolkata with West Bengal Chief Minister Suvendu Adhikari, during which it was decided that all major Central schemes related to science, research, innovation, and startups would be implemented across West Bengal with immediate effect.

The meeting also resulted in two major region-specific scientific initiatives, including a dedicated study on arsenic poisoning in affected districts of West Bengal through CSIR institutions and collaborative clinical research on cancer and antimicrobial therapies involving leading scientific and medical institutions.

Major Push for Science and Innovation Collaboration

  • Innovation ecosystems

Central Science Schemes to Be Expanded

One of the major outcomes of the meeting was the decision to implement and expand several flagship science and technology schemes in schools and colleges throughout West Bengal.

The programmes include:

  • INSPIRE

  • INSPIRE MANAK

  • Vigyan Jyoti

  • KIRAN

  • WISE

These initiatives aim to strengthen:

  • Scientific temper among students

  • Innovation and creativity

  • Research-oriented learning

  • Women's participation in science and technology

  • Youth engagement in scientific careers

Dr. Jitendra Singh said the integration of these Central schemes with educational institutions in West Bengal would help create a stronger pipeline of innovation-driven and research-oriented talent among young people.

Focus on Women and Students in Science

The Minister emphasized that student-centric and women-centric scientific programmes are essential for strengthening India's future innovation ecosystem.

Schemes such as Vigyan Jyoti, KIRAN, and WISE are specifically designed to encourage greater participation of women and girls in STEM (Science, Technology, Engineering and Mathematics) fields.

Officials stated that the coordinated rollout of these programmes could help improve scientific awareness, innovation capacity, and technology participation among students and women across the state.

Scientific Study on Arsenic Poisoning to Begin

A major region-specific intervention discussed during the meeting was the launch of a CSIR-led scientific study on arsenic poisoning in several affected districts of West Bengal.

Arsenic contamination in groundwater has long been a serious public health concern in parts of eastern India, particularly in regions dependent on groundwater sources for drinking water.

The proposed study will involve scientific assessment and research aimed at understanding:

  • Extent of arsenic contamination

  • Health impacts on affected populations

  • Possible mitigation measures

  • Long-term public health solutions

Officials stated that the initiative would be undertaken through CSIR institutions and scientific collaborations.

Collaborative Cancer and Antimicrobial Research Planned

The meeting also approved collaborative research initiatives relating to:

  • Cancer therapies

  • Antimicrobial treatments

  • Clinical drug research

The research efforts will involve coordination among:

  • Scientific research institutions

  • Government Medical Colleges

  • Cancer hospitals

  • AIIMS-linked medical networks

  • Healthcare and biotechnology institutions

The initiative is expected to strengthen translational medical research and support development of innovative treatment solutions in emerging healthcare areas.

Science-Led Regional Development Vision

Dr. Jitendra Singh stated that stronger convergence between:

  • Scientific institutions

  • Academia

  • Healthcare infrastructure

  • Startup ecosystems

  • Innovation platforms

can create a new model of science-led regional development for Eastern India.

According to the Minister, such collaboration can significantly strengthen West Bengal's contribution to India's expanding knowledge economy and innovation-driven growth model.

He emphasized that integrating scientific research with healthcare, education, and entrepreneurship can generate long-term social and economic benefits.

Implementation Roadmap to Be Prepared

Officials decided that a preliminary coordination meeting involving the State Science & Technology Department and senior representatives from Central scientific ministries and departments would be convened within the next few days.

The purpose of the meeting will be to prepare a detailed implementation roadmap for the initiatives discussed during the interaction.

This will later be followed by a higher-level ministerial review meeting with the Chief Minister to:

  • Assess implementation progress

  • Review coordination mechanisms

  • Identify additional areas of collaboration

  • Expand scientific cooperation initiatives

Shared Commitment to Innovation and Technology

Dr. Jitendra Singh stated that the decisions taken during the meeting reflect a shared commitment between the Central Government and the West Bengal government to accelerate:
