The Government of India has constituted a High-Level Committee to examine demographic changes occurring in various parts of the country due to illegal immigration and other abnormal factors, and to recommend measures to address the issue through policy, legal, and administrative mechanisms.

The move follows Prime Minister Narendra Modi's announcement of a "High-powered Demography Mission" during his Independence Day address on 15 August 2025. The proposal subsequently received approval from the Union Cabinet on 11 September 2025.

Retired Justice Prakash Navlekar to Chair Committee

The newly constituted committee will be chaired by Justice Prakash Prabhakar Navlekar (Retired).

Other members of the committee include:

  • The Census Commissioner of India

  • Shri Durga Shankar Mishra (Retired IAS)

  • Shri Balaji Srivastava (Retired IPS)

  • Dr. Shamika Ravi

The Joint Secretary (Foreigners-I), Ministry of Home Affairs, will serve as the Member Secretary of the committee.

According to the government, the committee has been tasked with conducting a comprehensive and scientific assessment of demographic changes across the country and will submit its report within one year. The Ministry of Home Affairs may extend the tenure by an additional six months if required.

Amit Shah Describes Demographic Change as National Challenge

Union Home Minister and Minister of Cooperation Amit Shah announced the formation of the committee through a statement on the social media platform X.

He described illegal infiltration and "unnatural demographic change" as a major challenge affecting both the present and future of the nation.

According to the Home Minister, demographic changes linked to illegal immigration have implications for:

  • National sovereignty

  • Internal security

  • Law and order

  • Social structure

  • Protection of tribal communities

Shah stated that the committee would conduct a detailed assessment of demographic changes occurring due to illegal immigration and other abnormal factors while analysing population trends across religious and social communities.

He added that the committee would work toward developing a "well-planned and time-bound solution" to address such issues.

Committee to Conduct Scientific Assessment

The government stated that the committee will scientifically evaluate demographic changes occurring in different regions of India and study the reasons behind these changes.

The assessment will include factors such as:

  • Illegal cross-border migration

  • Economic opportunities driving migration

  • Abnormal settlement patterns

  • Socio-environmental influences

  • Organised or orchestrated migration trends

Officials said the committee will also analyse structural population changes at the level of religious and social communities, especially in areas where demographic patterns significantly diverge from broader national trends.

The government has outlined an extensive Terms of Reference for the committee covering multiple areas related to demographic changes and illegal immigration.

The committee will:

Examine Challenges Linked to Demographic Change

The panel will comprehensively study challenges arising from demographic shifts, particularly those associated with illegal immigration and abnormal population growth patterns.

Identify Causes of Demographic Changes

The committee will investigate possible causes behind demographic changes, including:

  • Cross-border activities

  • Illegal immigration

  • Economic migration

  • Environmental and social factors

Study Abnormal Settlement Patterns

The panel will analyse abnormal settlement patterns and organised migration trends that may contribute to demographic imbalances in certain regions.

Analyse Religious and Social Demographic Trends

The committee will specifically examine structural population changes among religious and social communities in regions where population shifts differ significantly from broader demographic patterns.

Recommend Mechanisms for Identifying Illegal Immigrants

One of the committee's major responsibilities will be to recommend a streamlined, fair, and time-bound mechanism for:

  • Identification of illegal immigrants

  • Detention procedures

  • Deportation processes

Officials stated that the proposed mechanisms must operate within a legal and structured administrative framework.

Strengthen Border and Population Monitoring Systems

The committee will also recommend institutional mechanisms to strengthen:

  • Border management

  • Population stabilisation systems

  • Identification systems

  • Continuous demographic monitoring frameworks

Improve Centre-State Coordination

Another major focus area will be creating a comprehensive policy framework to improve coordination between the Central Government and State Governments on issues relating to illegal immigration and demographic changes.

The government stated that the committee has also been given the flexibility to recommend any additional measures it considers necessary to address demographic challenges arising from illegal immigration and related factors.

This may include proposals relating to:
