ANRF Portal to Help Researchers with Patents and Scientific Writing
The Minister underlined the growing importance of science communication and urged departments to adopt a more coordinated outreach strategy.
In a move aimed at strengthening India's research and innovation ecosystem, Union Minister Dr Jitendra Singh has announced a new digital portal supported by the Anusandhan National Research Foundation (ANRF). The platform will provide training and assistance in patent filing, intellectual property protection and scientific research paper writing for researchers, students and innovators across the country.
The announcement was made during a Joint Review Meeting involving the Department of Science and Technology (DST), Department of Biotechnology (DBT), Department of Scientific and Industrial Research (DSIR) and the Ministry of Earth Sciences (MoES). Senior officials and scientific leaders from various departments participated in the review of key scientific initiatives, administrative reforms and future programmes.
According to Dr Jitendra Singh, the portal is designed to help researchers navigate scientific publishing processes while also improving awareness about patent procedures and intellectual property rights. The initiative is expected to strengthen research quality and help convert scientific discoveries into valuable intellectual property assets.
Greater Collaboration Among Scientific Institutions
During the meeting, the Minister highlighted the need for stronger coordination among scientific organisations working under different departments. He observed that many institutions often pursue complementary research activities without sufficient awareness of work being carried out elsewhere in the scientific ecosystem. Dr. Singh stressed that laboratories and institutions should interact more frequently and share information about major projects, technological breakthroughs and specialised capabilities. Such collaboration, he said, would help avoid duplication of effort while encouraging the use of expertise available across departments.
He also called for greater visibility of scientific achievements. The Minister suggested that review meetings should regularly feature presentations on notable accomplishments from research institutions so that successful innovations and best practices can be shared across the scientific community.

Dr. Singh also reviewed the Capacity Building for Science Administration initiative, noting that scientists moving into leadership roles require a stronger understanding of governance procedures, financial regulations and institutional management. He recommended expanding such training programmes and aligning them with Mission Karmayogi to improve administrative efficiency within scientific institutions.
The meeting also reviewed governance indicators such as file disposal, grievance redressal, litigation management and expenditure monitoring. Officials discussed preparations for ESTIC 2026, which is expected to showcase India's scientific achievements, innovation ecosystem and emerging technology capabilities on a larger national and international platform. The review concluded with a commitment from participating departments to deepen cooperation, strengthen institutional capacities and ensure that scientific advancements deliver greater benefits to society through improved visibility, outreach and innovation-driven development.
