The National Treasury has announced that the public comment period for the draft General Public Procurement Regulations, 2026 will now run until 15 July 2026. These draft regulations were first published on 16 April 2026 in Government Gazette Number 54528 under section 63(1) of the Public Procurement Act, 2024. The Treasury explained that this extension provides additional time for stakeholders and the public to submit detailed comments, recognising the technical and legal complexities of the regulations that establish a single framework for public procurement in the country.
The regulations are intended to bring the Public Procurement Act, 2024, into effect. The Act, assented to by President Cyril Ramaphosa on 18 July 2024 and published on 23 July 2024, sets out a unified approach to public procurement, creating clarity, standardization, and accountability across government procurement processes.
Extended Timeline Supports Greater Public Participation
Originally, the Treasury allowed 60 days from the date of publication for public comments, but following requests for more time, the Minister of Finance decided to extend the period by a further 30 days. This ensures that industry stakeholders, civil society, and other interested parties have sufficient opportunity to review the draft regulations, consider their implications, and provide constructive feedback.
The Treasury encourages written submissions to help shape the final regulations, emphasizing that public participation is a key part of establishing transparent and fair procurement practices. Input from citizens and organizations will help ensure that the rules meet the needs of both government and suppliers while promoting efficiency, fairness, and accountability.
How to Submit Comments and Access Draft Regulations
The draft regulations, supporting notices, and related documents can be accessed on the National Treasury website at: Treasury Regulations. Written comments on the draft General Public Procurement Regulations, 2026 must be sent via email to: DraftGeneralProcurementRegulations@treasury.gov.za.
By extending the deadline, the Treasury is providing a platform for stakeholders to influence the development of public procurement rules that will govern government spending, contracts, and supplier engagement across South Africa. The process demonstrates the government's commitment to transparency, public consultation, and the creation of a robust procurement framework that supports economic growth, integrity, and value for public resources.
