Union Minister Dr. Jitendra Singh has called on state governments to adopt the Centre's successful governance platforms and administrative reforms, saying these initiatives have transformed public service delivery, strengthened citizen trust and attracted international attention as models of effective governance.

Speaking at a press conference highlighting the achievements of the Ministry of Personnel, Public Grievances and Pensions over the past 12 years, Singh said technology-driven systems such as Mission Karmayogi, CPGRAMS, Digital Life Certificates and other citizen-focused platforms have significantly improved transparency, accountability and efficiency in government services.

Governance Reforms Drive Administrative Transformation

Singh said governance reforms under Prime Minister Narendra Modi have evolved beyond routine administrative changes and become powerful tools for social and economic transformation. He noted that institutions once viewed mainly as administrative bodies have emerged as key drivers of innovation and citizen-centric governance.

The minister highlighted reforms such as self-attestation of documents and the removal of interviews for Group B (Non-Gazetted) and Group C government posts, describing them as measures that reduced bureaucratic barriers and strengthened merit-based recruitment. He also pointed to technology-enabled examinations, Aadhaar-based verification systems and legal safeguards aimed at improving fairness and credibility in public recruitment.

According to Singh, more than 12 lakh appointment letters have been distributed through the National Rozgar Mela initiative since its launch in October 2022.

Mission Karmayogi Expands Civil Service Capacity

A major focus of the government's reform agenda has been Mission Karmayogi, which seeks to build a competency-based civil service through continuous learning and skill development.

Singh described the programme as one of the world's most ambitious civil service reform initiatives. The iGOT Karmayogi platform has already registered more than 1.65 crore users and recorded nearly 13 crore course completions. Artificial intelligence tools such as AI Sarthi and AI Tutor are also being integrated into training programmes to help create a future-ready workforce.

The minister said several countries, including South Africa, Mongolia and the Maldives, are studying India's governance models in areas such as digital administration, grievance redressal and public sector reforms.

Technology Strengthens Citizen Services

Singh highlighted the progress made in grievance redressal through the CPGRAMS platform, noting that annual grievances registered with the government have risen from around two lakh to nearly 25 lakh. At the same time, average resolution times have dropped from 157 days to just 13 days, reflecting improvements in responsiveness and accountability.

He also pointed to pension reforms that have improved convenience for retirees, including Digital Life Certificates supported by facial recognition technology, Pension Adalats and the Anubhav platform, which captures the knowledge and experiences of retiring government employees.
