The Government of India has appointed a new Chairperson and three Members to the National Statistical Commission (NSC), the country's apex advisory body responsible for guiding statistical policies, standards, and coordination across the national statistical system.
The appointments, approved by the Appointments Committee of the Cabinet (ACC), bring together experts from academia, statistics, public administration, and technology. The newly constituted leadership is expected to play a key role in strengthening India's statistical framework at a time when data-driven policymaking is becoming increasingly important for governance, economic planning, and social development.
The National Statistical Commission was established in 2005 as a nodal body to oversee core statistical activities, improve coordination among agencies, and enhance public confidence in official statistics.
Experienced Statistician to Lead the Commission
Dr. Saibal Chattopadhyay has been appointed as the Chairperson of the National Statistical Commission. A distinguished statistician and academician, he previously served as Director of the Indian Institute of Management (IIM) Calcutta.
Dr. Chattopadhyay holds a PhD and MS in Statistics from the University of Connecticut, USA, along with postgraduate and undergraduate degrees in Statistics from Calcutta University. Over the course of his academic career, he has worked extensively in areas such as survey sampling, estimation methods, environmental health studies, clinical research, and advanced marketing analytics.
His expertise in statistical methodology and quantitative research is expected to contribute significantly to the Commission's role in shaping statistical standards and improving data quality across sectors.
The appointment places an experienced scholar at the helm of an institution responsible for guiding the country's statistical priorities and ensuring consistency in official data systems.
Diverse Expertise Added to the Commission
Joining the Commission as Members are Prof. Shubhabrata Das, Shri Satyendra Bahadur Singh, and Dr. Madhavan Mukund, each bringing a distinct set of skills and professional experience.
Prof. Shubhabrata Das is a Professor at the Indian Institute of Management Bangalore and an expert in statistics, operational research, actuarial mathematics, and data analysis. He earned his PhD and MS in Statistics from the University of North Carolina at Chapel Hill and completed his M.Stat and B.Stat degrees from the Indian Statistical Institute, Kolkata. His work spans management studies, environmental applications, social sciences, and quantitative decision-making.
Shri Satyendra Bahadur Singh is a retired Indian Statistical Service officer from the 1987 batch. During a career spanning more than three decades, he worked extensively in official statistics, labour and employment statistics, economic data systems, policy support, training, and public administration. His experience within government statistical institutions is expected to provide valuable operational insights.
Dr. Madhavan Mukund, Director of the Chennai Mathematical Institute, completes the newly appointed team. A renowned computer scientist, he holds a PhD from Aarhus University in Denmark and a B.Tech in Computer Science and Engineering from IIT Bombay. His background in computing and data systems adds an important technological dimension to the Commission's expertise.
Strengthening India's Statistical System
The National Statistical Commission plays a central role in shaping and monitoring India's statistical ecosystem. Its responsibilities include recommending national policies and priorities related to official statistics, developing quality standards, and ensuring consistency in statistical methodologies across government agencies.
The Commission also works to improve public trust in official data by promoting transparency, integrity, and professional standards. It develops recommendations on statistical concepts, classifications, definitions, and methodologies that are used across various sectors of governance and economic planning.
