Court cancels FRRO LoC against VVIP chopper scam accused Shivani Saxena

A Patiala House court on Saturday cancelled the Look-out Circular (LoC) issued by the Foreigners Regional Registration Office (FRRO) against Agusta Westland VVIP chopper scam accused Shivani Saxena, saying that the LoC is not sustainable in the eyes of the law and liable to be cancelled. The order was passed by Special Judge Arvind Kumar.
Shivani Saxena, the wife of accused Rajiv Saxena in the case, is currently out on bail and she has to take prior permission from the court to travel abroad. Her counsel, senior advocate Geeta Luthra and lawyer Prateek Yadav, argued that whenever she has to travel abroad, even after getting permission from the court, she is harassed by FRRO officials at airports.
They submitted that the Enforcement Directorate (ED) issued the LoC against Shivani Saxena and the circular lapsed last year. However, the FRRO, which also issued an LoC, is still continuing with it, they said. However, FRRO officials said that they had issued the LoC after the Delhi High Court asked the accused to not leave India without permission of the court. They also said that two LoCs were issued against Shivani Saxena, one by the ED and other by the FRRO.
Shivani Saxena is the director of two Dubai-based firms M/s UHY Saxena and M/s Matrix Holdings through which the proceeds of crime was routed, the prosecution has alleged. Meanwhile, Christian Michel, the 'middleman' in the VVIP chopper scam case, moved an application before a Delhi court seeking a judicial inquiry for being "shifted to a solitary cell" in Tihar Jail in alleged violation of human rights.
