Russia's intensifying military assaults across Ukraine are causing a sharp rise in civilian deaths, widespread destruction, and growing displacement, as the war enters its fifth year with no sign of easing. The United Nations Refugee Agency (UNHCR) has warned that the increasing scale of attacks is not only devastating communities but also severely disrupting humanitarian operations intended to support millions affected by the conflict.

In one of the most serious incidents involving humanitarian infrastructure since the start of the full-scale invasion in 2022, a UNHCR warehouse in the eastern Ukrainian city of Dnipro was struck directly by a Russian missile on 20 May 2026.

The attack killed at least two people, injured several others, and destroyed emergency relief supplies worth more than $1 million that had been prepared for civilians living in frontline regions.

UNHCR Warehouse Destroyed in Dnipro Strike

The targeted warehouse had been storing critical humanitarian supplies including shelter materials, blankets, emergency kits, and other aid items intended for displaced families and war-affected communities.

According to UNHCR, approximately 900 pallets of humanitarian goods were destroyed in the explosion.

The agency described the attack as the first direct strike on one of its facilities since Russia launched its full-scale invasion of Ukraine more than four years ago.

UNHCR expressed condolences to the victims' families and stressed that attacks on humanitarian infrastructure severely undermine efforts to assist vulnerable civilians already suffering from the prolonged war.

The destruction of the warehouse comes at a time when humanitarian needs across Ukraine are continuing to rise due to intensified fighting and expanding displacement.

Civilian Casualties Continue to Rise

The latest attacks form part of a broader escalation in Russian aerial bombardments across multiple Ukrainian regions.

This week alone, airstrikes reportedly struck Sumy and Chernihiv in northern Ukraine, killing and injuring civilians. Earlier attacks on Dnipro and the southern port city of Odesa also caused numerous casualties.

Less than a week before the Dnipro warehouse strike, a combined drone and missile assault on Kyiv caused a residential building to collapse, killing at least 25 people.

The UN Human Rights Monitoring Mission in Ukraine (HRMMU) reported that at least 815 civilians were killed and 4,174 injured during the first four months of 2026. This represents a 21 percent increase compared to the same period last year.

Human rights observers say the growing use of drones, missiles, and long-range strikes against urban areas has significantly increased risks for civilians living far from the active front lines.

Mass Displacement Continues Across Frontline Areas

As attacks intensify, forced evacuations and displacement continue across eastern and southern Ukraine.

Since the beginning of 2026, nearly 47,000 people have passed through UNHCR-supported transit centres after fleeing frontline areas. However, humanitarian officials believe the actual number of displaced people is considerably higher because many families leave without formally registering for assistance.

Many evacuees arrive carrying very few belongings and are often among the most vulnerable members of society, including elderly people, individuals with disabilities, and people with reduced mobility.

The constant movement of civilians reflects the ongoing instability affecting communities near combat zones where shelling, drone attacks, and missile strikes remain frequent.

Humanitarian Agencies Struggle Under Dangerous Conditions

Despite worsening security conditions, humanitarian organisations continue working to provide emergency support to displaced and war-affected populations.

UNHCR and its NGO partners are distributing:

  • Emergency shelter materials

  • Cash assistance

  • Legal support

  • Psychological and trauma counselling

  • Basic relief supplies

However, humanitarian workers themselves are increasingly coming under threat.

Last week, two clearly marked UN humanitarian convoys were reportedly struck by drones while delivering aid near frontline regions.

One vehicle transporting relief supplies in Dnipropetrovsk region was hit, injuring the driver. Another convoy travelling toward Ostriv in Kherson region narrowly escaped casualties despite being targeted.

UN officials warned that repeated attacks against humanitarian personnel represent serious violations of international humanitarian law.

International Law and Protection of Civilians

Under international humanitarian law, civilians and humanitarian workers must be protected during armed conflict.

The United Nations has repeatedly stressed that aid workers, medical personnel, refugee facilities, and civilian infrastructure should never become targets of military operations.

Humanitarian groups say attacks on aid convoys and relief facilities not only endanger lives but also delay critical support for communities already facing extreme hardship.

The destruction of humanitarian supplies in Dnipro is expected to affect assistance delivery in several frontline areas where winter preparations and emergency shelter support remain urgently needed.

Ukraine's Humanitarian Crisis Deepens

The war in Ukraine continues to create one of the world's largest humanitarian crises.

Millions of Ukrainians remain displaced either within the country or abroad, while widespread infrastructure damage has affected housing, healthcare systems, schools, and energy supplies.

Repeated attacks on civilian areas have also created long-term psychological trauma for families living under constant threat of bombardment.

Humanitarian organisations warn that continued escalation could further strain relief operations, especially as funding pressures and security risks increase.

Humanitarian Workers Praised for Courage

UNHCR paid tribute to humanitarian workers and volunteers who continue operating in extremely dangerous conditions to support civilians affected by the war.

The agency said aid personnel remain essential for millions of Ukrainians struggling to survive amid ongoing violence and displacement.

Despite repeated attacks and immense operational challenges, humanitarian teams continue delivering life-saving assistance to communities trapped near the front lines.

As fighting intensifies and civilian casualties rise, the United Nations continues to call for greater protection of civilians, respect for international law, and unhindered humanitarian access across Ukraine.
