The letter highlighted Kim's desire to enhance bilateral relations with Russia, which he claims have reached unprecedented levels under his leadership. Kim anticipates significant collaborative projects that underscore this strengthened alliance.
The two nations solidified their defense ties in June by signing a mutual defense treaty, obligating support in case of armed attack. Following this agreement, thousands of North Korean troops have been deployed to Russia, aiding in its conflict with Ukraine, with Seoul and Washington reporting significant casualties among these forces.
