Space launches have long been a sensitive issue on the Korean peninsula, where North Korea faces sanctions over its nuclear-armed ballistic missile program. In March, South Korea's military separately oversaw what it said was its first successful launch of a solid-fuel space-launch rocket, another part of its plans to launch spy satellites.
