The Cellular Operators Association of India (COAI) on Wednesday stressed the need for mandatory SIM-binding for all over-the-top (OTT) communication services. The telecom industry body argues this measure is crucial for preventing cyber fraud and bolstering national security.

COAI emphasizes that such a move would enhance consumer trust, accountability, and traceability, aligning with current regulatory frameworks. The association has consistently advocated for similar regulatory frameworks for OTT communication platforms like WhatsApp, Telegram, and Signal.

The organization highlights the ongoing challenge of digital fraud, noting that many fraudsters evade telecom-level controls by shifting to messaging apps independent of SIM verification. COAI's proposal includes a persistent SIM-binding requirement to maintain critical traceability between users, devices, and communications.
