The government on Thursday took a significant step in tax reform by introducing the New Income Tax Bill, 2025, in the Lok Sabha. Table by Finance Minister Nirmala Sitharaman, the bill aims to overhaul the existing Income Tax Act, 1961, with updated definitions and a focus on simplifying the tax landscape for individuals and organizations.
Among the noteworthy alterations is the adoption of modern terminology, such as 'tax year,' signaling a move away from outdated fiscal language. It addresses the significance of digital transactions with terms like 'virtual digital asset' and 'electronic mode,' reflecting evolving financial paradigms. The bill retains the principle that Indian residents are taxed on global income, while non-residents face taxation only on India-earned income, but with added clarity on deemed income definitions.
The proposed bill restructures deductions and exemptions, consolidating them to support digital enterprises and renewable energy. It also revises capital gains tax provisions to accommodate cryptocurrencies under clauses 67 to 91, ensuring a comprehensive tax strategy. For non-profits, new compliance guidelines with defined income and commercial restrictions are introduced under clauses 332 to 355, promising stricter adherence while encouraging transparency. The 2025 bill thus aims to streamline tax compliance while fostering digital growth and maintaining equitable tax measures for all taxpayers.
