EIB Disburses €18.4m to Upgrade Ukraine’s Schools, Hospitals and City Services

The European Investment Bank (EIB) — the lending arm of the European Union — has disbursed €18.4 million to support essential public services across several Ukrainian cities. The financing will help municipalities upgrade schools, hospitals, and kindergartens with energy-efficient renovations, ensuring they remain functional, cost-effective, and resilient amid ongoing wartime challenges.

This investment is backed by an EU guarantee under the European Commission’s €50 billion Ukraine Facility, a multi-year support framework aimed at stabilizing Ukraine’s economy, strengthening essential services, and accelerating reconstruction.


Funding Focus: Three Major Municipal Sub-Projects

The new disbursement supports three energy-efficiency and infrastructure initiatives under the Ukraine Municipal Infrastructure Programme (UMIP), a long-running EIB framework designed to modernise critical community facilities.

1. Volyn Oblast — €4.2 million for Modern Healthcare

The financing will support the modernisation of three key healthcare facilities across Volyn oblast. These upgrades aim to:

  • Reduce energy consumption and operational costs

  • Improve building safety and reliability

  • Enhance medical service quality for thousands of residents

2. Ternopil — €11.3 million for Schools and Kindergartens

The largest portion of the funds will help Ternopil:

  • Renovate 20 schools and preschools

  • Install energy monitoring systems for all educational institutions citywide

  • Improve classroom comfort and operational efficiency This initiative strengthens continuity of education during the war, when stable learning environments remain essential.

3. Zaporizhzhia — €2.9 million for Education Facilities

In Zaporizhzhia, the EIB will finance:

  • Refurbishment of five education buildings

  • Structural and energy-saving upgrades to reduce heat loss

  • Increased safety and comfort for students and teachers despite ongoing conflict pressures

During a mission to Ukraine, EU Commissioner for Enlargement Marta Kos visited the EIB-supported Hrybovychi landfill project in Lviv — one of Ukraine’s largest environmental rehabilitation efforts.

The site, once a major ecological hazard, is being transformed into a safe green public park and recreation zone. The initiative is co-financed by:

  • EIB

  • European Bank for Reconstruction and Development (EBRD)

  • Government of Ukraine

  • City of Lviv
