Secrecy Shields Russia-India Oil Deal
The Petroleum Planning and Analysis Cell, under the Oil Ministry, denied an RTI request for detailed data on oil imports from Russia to India, citing commercial confidentiality and strategic interest. The Central Information Commission supported the exemption, emphasizing geopolitical implications, while recommending better transparency in public disclosures.
Amid ongoing discussions, the Petroleum Planning and Analysis Cell (PPAC) of India's Oil Ministry has denied an RTI petition demanding data on oil imports from Russia, citing confidentiality and national interest.
The Central Information Commission backed this stance due to the strategic significance and potential geopolitical ramifications of disclosing such information. Exemptions were formally justified under the RTI Act's Sections 8(1)(a) and 8(1)(d).
The Commission, however, stressed the need for improved transparency and recommended that the Ministry enhance its proactive public disclosures, which are mandated by the RTI Act.
